Once the Act of Temporary State Administration of Siam of 1932 had been granted to the Public Committee by King Rama VII, on June 27, 1932, the House of Representatives, comprising of 70 members appointed by the Military Committee of City Protection, convened the first Assembly, at Ananda Smakom Palace, on June 28, 1932, in accordance with Code 33 of the same Act, as to "...Appoint a member, Public Committee President, and 14 others, Public Committee Members. Once approved, they are Members of Parliament..." As a result, Minister Counselor Phya Manopakorn Nitithada (Gon Hutasinha) was elected President and he, in turn, appointed 14 members, whose names are shown below.

The Public Committee did not present the policy to the Parliament but regarded the Six Commandments of the Public Committee, which had been sworn in by its members, as government policy.

On December 10, 1932, after the declaration of the Permanent Constitution of the Kingdom of Thailand, the first Cabinet was dissolved.

Remark: During the Constitution Draft Consideration Assembly, presided by Phya Manopakorn Nitithada, Public Committee President, King Rama VII presented the Royal Statement to the Public Committee, explaining that the usage of the term "Public Committee Member", instead of "Minister" or "Senabodi" was not appropriate for the Constitutional Monarchy of Siam, because it signified the Russian Commissar Republic. After countless interpretations, the Parliament came up with the term "Minister" and "Prime Minister, instead of "Public Committee Member" and "Public Committee President", respectively. This is the origin of the term "Minister".
