Colonel Luang Phibunsongkhram (Plaek Pibulsongkram) was appointed Prime Minister, per Royal Command of King Rama VIII, (signed by Prince Arthityathiparpa, Chao Phya Yamaraja (Pun Sukhum) and General Chao Phya Pichayendrayodhin (Oon Indrayodhin), Regents), dated December 16, 1938, exercised by Phya Manawarajasewi (Plord Na Sonkhla), President of House of Representatives, and he, in turn, appointed the Cabinet, whose names are shown below, on December 21, 1938.

Announced on December 20, 1938.

 

The Cabinet presented the policy to the Parliament and obtained the approval on December 26, 1938.

This Cabinet undertook these changes:

1. On April 13, 1939,

- Colonel Luang Bharmayodhi was appointed Deputy Minister of Defense and
- Luang Naruebesmanit was appointed Deputy Minister of Finance.

2. On July 14, 1939, Chao Phya Sridhammadhibes, Minister of Foreign Affairs, resigned from the position, due to grave illness.
3. On the same day,

- Colonel Luang Phibunsongkhram was appointed Minister of Foreign Affairs and
- Mr. Direk Jayanama was appointed Deputy Minister of Foreign Affairs.

4. On August 4, 1939,

- Major Luang Chawengsaksongkram was appointed Deputy Minister of Interior and
- Mr. Wilas Osatananda was appointed Minister.

5. On September 6, 1939, Colonel Luang Seriruengrit was appointed Deputy Minister of Economy.
6. On March 20, 1941, Luang Chamnannitikasetra was appointed Deputy Minister of Justice.
7. On March 21, 1941, Colonel Luang Kriangsakpichit (Kuan Chintaguna) was appointed Minister.
8. On August 19, 1941, according to the Act of Ministry Administration Enhancement, there are modifications to the Cabinet, as folllowed:

- Lieutenant-General Luang Bharmayodhi (Mangkorn Phromyothi) was appointed Minister of Defense.
- Colonel Phra Boriphanyuthakij (Phao Peeralert) was appointed Minister of Commerce.
- Major General Luang Seriruengrit (Jaroon Ratnakula) was appointed Deputy Minister of Economy.
- Major Luang Kowitabhayawongsa (Kuang Abhayavongsa) was appointed Minister of Transport.
- Vice Admiral Luang Sindhusongkramchai(Sindhu Kamalanavin)was appointed Minister of Education.
- Colonel Prayoon Bhamaramontri was appointed Deputy Minister of Education.

9. On August 20, 1941, Luang Dejasahakorn (M.L. Dej Snidvongs) was appointed Minister of Agriculture and Major Wilas Osatananda was appointed Deputy Minister of Transport.
10. On August 22, 1941, Mr. Direk Jayanama was appointed Minister of Foreign Affairs and Major Luang Chawengsaksongkram (Chuang Kwancherd) was appointed Minister of Interior.
11. On August 27, 1941, Tua Labanukram, Minister, passed away.
12. On September 26, 1941,

- Major General Luang Seriruengrit (Jaroon Ratnakula) was promoted from Deputy Minister of Commerce to Deputy Minister of Defense,
- Luang Chamnannitikasetra (Uthai Saengmanee) from Deputy Minister of Justice to Deputy Minister of Commerce and
- Khun Smaharahitakadee (Po Poragupta) was appointed Deputy Minister of Interior.

13. On October 31, 1941, Luang Wichitwathakarn (Wichit Wichitwathakarn) was appointed Deputy Minister of Foreign Affairs.
14. On December 15, 1941,

- Field Marshal Plaek Pibulsongkram was appointed Minister of Defense and Minister of Foreign Affairs,
- Lieutenant-General Mangkorn Phromyothi, Deputy Minister of Defense and
- Mr. Direk Jayanama, Deputy Minister of Foreign Affairs.

15. On December 17, 1941, Mr. Pridi Banomyong was elected Regent and Mr. Wilas Osatananda resigned from the position.
16. On the same day, Colonel Phra Boriphanyuthakij (Phao Peeralert), Minister of Commerce, was appointed Minister of Finance.
17. On the same day, Mr. Wanich Panananda was appointed Minister.
18. On January 5, 1942, Mr. Direk Jayanama, Deputy Minister of Foreign Affairs, was appointed Ambassador to Japan.
19. On January 13, 1942, Major General Pichit Kriangsakpichit was appointed Deputy Minister of Interior.
20. On February 4, 1942,

- Mr. Uthai Saengmanee, Deputy Minister of Commerce, was switched to Deputy Minister of Agriculture and
- M. L. Deja Snidvongs, Deputy Minister of Agriculture, was switched to Deputy Minister of Economy.

21. On February 16, 1942,

- Major General Phra Boriphanyuthakij (Phao Peeralert) was removed from Minister of Economy,
- Vice Admiral Sindhu Kamalanavin was appointed Minister of Commerce and
- Field Marshal Plaek Pibulsongkram was appointed Minister of Education.

22. On the same day, Mr. Tawee Punyaketu, Air Vice Marshal Boonjiam Komolamitra, Major General Sawasdi Sawasdironarong were appointed Ministers.

Remark: This Cabinet left office when the Prime Minister and the Cabinet resigned from the position, in order to update the Cabinet, on March 6, 1942.
