Policy Statement*  

            To obtain the Parliament’s approval of the Government policies in accordance with the Constitution of Thailand, today I would like to present the formal policies to this assembly as follows.

            The government shall continue the policy consisting of the Six Commandments, as of the previous government, so that the Kingdom, with the King as Head of State, shall thrive under the way of the Constitution.

At this moment, the government has already established the Ministries, with respective Ministers, to administer the state affairs in accordance with the renown of the King.

Obviously, the national independence shall be fully exercised, only by means of guaranteed sovereignty, and it is our responsibility to enact the relevant laws, as soon as possible.

As for judiciary, the government shall respect the freedom of the royal judges, and facilitate the court procedures, according to the Constitution. As for the judiciary power, the government shall set up the Judiciary Committee, as for the sake of judiciary activities. It shall bring the liberty and stability to the royal judges, by totally separating the judiciary from the politics. The government shall establish the committee that will set up rules and regulations, as for the judgment deliverance, which shall be uniform for the whole nation.

As for administration, it is the government’s primary responsibility to restore the national security, peace and unity, and suppress any threats to public peace, either from the rebellions, communism, or other acts of terrorism.

The government shall encourage close diplomatic ties and maintain good diplomatic relations with friendly nations.

When the good relationship with other nations has been firmly established, another duty that the government shall carry out is to maintain national defense, peace and independence. In this regard, the armed forces have been prepared to assist the local administration officials in the case of emergencies.

The Ministry of Interior has established a wide policy to maintain security of the country. For instance, it will enhance the police welfare and improve the regulations of the police and personnel of the Ministry of Interior. The government shall also ensure effectiveness of the correction procedures to ensure that the convicts will turn to good deeds.

In terms of national stability and peace, apart from suppression, it is necessary for the government to provide excellent healthcare system for Thai citizens all over the country. The government will provide for the healthcare inspectors who are skilled in modern healthcare to assist people, especially in the countryside. The government will provide services for the unprivileged and the disabled citizens and maintain wellbeing of people in general, by promoting the municipality system, education and economy.

Municipality is a form of local administration system in which the citizens are provided with power to supervise and manage local benefits. The government will set up and expand the nationwide municipal network, by training relevant officers and educating the local people of the administration, to ensure that they will have knowledge and understanding of the administration system prescribed in the Constitution. 

As for education, the government shall follow the policies and plans of the previous government. In addition, the government shall find the effective ways to lead the country to the determined goals, which are to educate the people about democratic administration and the wellbeing of the Thai citizens. In order to produce a fine population, the government shall promote the education, especially vocational and general study, nationwide, extend the primary study, and increase the constitutional study, with the focus on practical training more than ever, especially after graduation. The moral study will be promoted to ensure good manners and behaviors of the citizens. In addition, the physical study must be a part of the education, as for self-discipline purpose. The government will exercise its power in order to ensure that the citizens will enjoy access to all kinds of education. Regarding the religions and education, the government shall promote the harmony of religion and education and ensure that they support each other. As for traditional art, the government shall not ignore but nourish, as seen necessary. The government shall overhaul the curriculum, textbooks, and encourage the teachers to be a better model for the young generation.

The government shall follow the previous economic policies, which were carried out, as for the purest sake of the national developments. The Minister of Finance will clarify the detailed policies later.

As for the downfall in the prices of rice, the government determines to solve the problem in due course.

As for the current economic circumstances, the revenue increase could not be opted for; hence, the careful expenditure shall lead to the account balance. The government shall reform the tax collection procedure, as for the better result, and remit the distress of the people. The government shall try to decrease the poll tax, as seen appropriate, set the budget for the core infrastructure projects, agricultural and collective matters, maintain the existing projects, i.e., irrigation, railway, and highway projects. Another important aspect is the stability of the exchange rate, which the government shall maintain as stipulated in the Currency Act.

The state administration shall only run smoothly when the civil servants' efficiency is enhanced; thus, the government shall implement the administrative reforms to give the capable civil servants an opportunity to work effectively in their duties.

For social justice, the government shall set standards and rules, as for judging of administration case.

Our great expectation is to enhance the standard of living of the people and to make them good population under the Constitution way, which the Public Relations Department shall acknowledge to all levels.
