Policy Statement of 
The Council of Ministers
of Prime Minister
Colonel Phya Phahon Phonpayuhasena
Delivered to Parliament

Policy Announcement*

The government shall continue the Six Commandments, as of the previous government, in order that the Kingdom, with King as Head of State, shall thrive democratically.

At this moment, the government has already established the Ministries, including the respective Ministers, hence, shall administer the state affairs, in accordance with the renown of the Parliament and King.

Obviously, the national independence shall be fully exercised, only by means of guaranteed sovereignty, and it is to our responsibility to enact the relevant laws, as soon as possible.

As for judiciary, the government shall respect the freedom of the royal judges, and facilitate the court procedures, according to the Constitution. As for the judiciary power, the government shall set up the Judiciary Committee, as for the sake of juridiciary activities. It shall bring the liberty and stability to the royal judges, by totally seperating the judiciary from the politics. The government shall establish the rules, as for the judgement deliverance, which shall be uniform for the whole nation.

As for administration, the government shall restore the national security, peace and unity, and suppress the rebellions, communism, and other acts of terrorism.

The government shall encourage close diplomatic ties and maintain good diplomatic relations friendly nations.

Moreover, the government shall maintain the royal army, navy and air force, in time for national defense, peace and independence.

In order to achieve the national security, it is essential that the government shall enhance the police welfare, standardize the police regulations, enhance the Correction procedures, and educate the inmates.

Still, the excellent health care system is indispensable, as to guarantee the national stability and peace. The government shall provide the modern health care and hygienic education to the general public, support health welfare, and care for the underprivileged.

In addition, the government shall establish the provincial municipal administration, as to register local benefits. The government shall expand the nationwide municipal network, by training relevant officers and informing the local of the administration, as stated in the Constitution.

As for education, the government shall follow the policies of the previous government. In addition, the government shall find the effective ways, as to acknowledge the population, regarding the democratic administration and the Constitution. In order to produce a fine population, the government shall encourage the education, especially vocational and general study, nationwide, extend the primary study, increase the constitutional study, with the focus on training more than ever, especially after graduation. The physical study must be a part of the education, as for self-discipline purpose. Regarding the religions and education, the government shall support the harmony, as for its own sake. As for traditional art, the government shall not ignore but nourish, as seen necessary. The government shall overhaul the curriculum, textbooks, and encourage the teachers to be a better model for the young generation.

Also, the government shall follow the previous economic policies, which were carried out, as for the purest sake of the national developments.

The only drawback is rice downfall, which the government shall aspire to resolve in due course.

As for the current economic circumstances, the revenue increase could not be opted for, hence, the careful expenditure shall lead to the account balance. The government shall reform the tax collection procedure, as for the better result, and remit the distress of the people. The government shall try to decrease the poll tax, as seen appropriate, set the budget for the core infrastructure projects, agricultural and collective matters, maintain the existing projects, i.e., irrigation, railway, and highway projects. The stability of the exchange rate shall also be taken care of.

The state administration shall only run smoothly when the civil servants' efficiency is enhanced, thus, the government shall implement the administrative reforms.

As for the social justice, the government shall set the standard and rule, as for the judging of administration case.

Our great expectation is to enhance the public standard of living, which the Public Relations Department shall acknowledge to all levels.

With the kind approval of the distinguished members of the House of Representatives, the government hopes the people shall have a glorious prosperity, with the strong believe in Nation, Religion, King, and Constitution.

The Statement of the Commerce MinisterConcerning the Commercial Policy

Agricultural Matters

1. Department of Agriculture

The government shall make the fiona and floral surveys annually, as for the further co-study with the Science Department, as to create a new product. Fine strains of rice shall be given away, at least 4 tons a year, as for the harvest in 1,300 rais of land and the comparison with the choice of local stains, as to prevent crop diseases and harmful insects, especially the Linder spread disease, and provide vaccines for farm animals. The government shall set up the animal quarantines at Chong Tago, Muak lek, and Chong Jongko, produce the line breeding. As for the experiment on cow feeding, the government shall expand the quarantine stations and surveys for checking on the land.

2. Department of Irrigation

The government shall continue the scheme constructions in Nakhon Nayok. In the first two years, the government shall distribute the water to the right side, which shall be finished in the third year. Klong Muang irrigation project shall be completely fished in the fourth year, utilizing 366,812 rais of the right side, and Klong Muang about 52,688 rais, 412,900 rais in total.

For the scheme construction in Suphan, along with the scheme Suphan noi, it was set for the main water gates, near the river, called " Water Gate 1". The second gate shall be located at Klong Makham Tao and the third shall be located at Phrao temple in Song Pi Nong District. The construction started in 1922 and was in 1927. The Water Gate 1 is not yet completely finished, hence, the government shall continue the project within the 4 coming years.

Phayap scheme is divided into to 3 parts

The government shall finish the project at Mae Phaek scheme within 1934. The result shall be utilized for fields, located between the valley and river rim, at the east side, about 68,000 rais, and 20,000 rais are about to be surveyed. Good field shall be figured at 12,000 rais.

The exploration of the old Mae Ping scheme, located near Hang Dong district, has been done. Every year, the problem comes from the sand estate on the water way, which the government shall resolve, by establish the dams at the banks of old Mae Ping and the new Mae Ping, establishing the gate to let off the sand , including the clean up and control. Moreover, the governement shall establish the small dams at the old Mae Ping river, as the waterway. The project must be finished within 2 year, harmonizing with 250,000 baht of the budget.

The Mae Wang scheme, Lampang, faces the problem of small harvest. The government shall contruct the dams for the irrigation, along the left side of Mae Wang river, as to finish at Sadet temple. The government shall dig the right side canal, as for the utilization of about 50,000 rais of fields. It shall be finished in 4 years.

The Noi river construction scheme is as big as Suphan scheme, consuming much capital. Therefore, the government shall choose to establish the water gate at Klong Krathum Ban first, as for the flooding protection purpose.The government shall establish another, as for the transporation purpose.

The construction scheme at Phetchaburi shall be utilized for about 350,000 rais of land. The embankment shall be located at Tha Kai temple. It shall be finishd in 4 years

The construction scheme in the North East is not certain. The necessary is to construct the dams along the small rivers and canals, after the necessary exploration in the affected area is carried out. The government shall choose to establish the dams at the main canals, about three to four projects a year, as to avoid the drought, and for irrigation purpose. The government shall clean up the maintenance of 33 old canals, within 7 years, 4 years for the economic canals.

3. Department of Forest

The government shall maintain the forest, as for the abundant situation, by replanting and eradicating useless plants.

The government shall create new forests, by planting and distributing teak paddy sprouts, as for the transplanting, not least than 3,000 rais.

The government shall mark the forest map and conserve the forest concession.

The government shall set the wood concession project, which surveys the forest size, and set the area for cutting, in annual or timeframe term.

The government shall establish the Forestry School, as for the training of five forestry officers per year, both new and on duty staff.

The government shall conserve the wild species.

4. Department of Land and Mineral Resources

The government shall explore and create the little deeds of land every year.The government shall measure roughtly, at 100,000 rais per year. The air explorarion, air photograph, and draft map shall hint the finding of land resources.

5. Department of Fishery

The government shall regulate the fishery in the provinces.

The government shall reserve Bung Boraped, as fish nursery station, and experiment on some species of fish.

The government shall survey the swamps in Ayudhaya and Pitsanulok.

The government shall survey the swamps in Sakolnakorn, Chiang Rai, and Pijit, as for extended fish species, like Bung Boraped project.

The government shall cooperate with the Hydrograp Department, as to survey the marine species.

The government shall publish the fish species of Thailand.

The government shall construct the Aquarium in the forth year.

Transportation Matters

1. Department of Railways

The government shall resolute the Bangkok station, as for the better safety and convenience for the people and passangers. It shall be complete in year 1936.

The government shall construct the new interchange railway station at Bang Sue, equiped with the lighthouse. It shall be complete in year 1935.

The construction of parallel railways shall continue from Klong Rangsit to Ban Pachee, ending up at Bang Pa In, and shall be complete in year 1938, 4 years in total.

The railway construction from Khon Khen to Nong Khai shall be finished in 4 years,
just put on the track from 541 to 571 kilometer mark, establish a bridge from 474 to 541kilometer mark, ground a rock from 496 to 541 kilometer mark, and set up the office. The government shall launch services to Kumpawapee, in year 1938, Udonthani, in year 1939, and Nong Khai, in year 1941.

2. Post and Telegraph Department

The government shall change the telephone sets, in the capital area.

The government shall expand the radio frequency, both night and day. Presently, the frequency transceive within 250 km only.

3. Department of Transportation

As for air transportation, the government shall construct the roads and storehouses, at Phisanulok and some other places, if necessary. The government shall renovate the airports, at Rahaeng, Nakornsawan, Hua Hin, Chumporn, Songkha, Banphuer, Nabua, Dongpraram, Aranyaprathet, and Sri racha.

As for land and water transportation, the committee is now on duty, as to coordinate with the project. Once the project is approved, the government shall proceed as necessary.

The government shall implement the transportation of rice products and storehouses.

4. Harbour Department

The government shall control the navigation, which all ships must navigate by the government.

The government shall reform the procedures of ship registration.

General Matters

Department of Cooperatives

The government shall operate the credit cooperatives, 180 groups in year 1935, 240 groups in year 1936, 300 groups in year1937, 640 groups in year 1938, the total of 1,360 groups, in 4 years, and 130 groups of the existing, altogether are 1,681 groups.

The government shall set the mutual credit for agriculture.

The government shall set up cooperatives, according to the approval of the government.

Department of Science

The government shall establish the public science library, as for the demonstration of the objects, which can be adapted to commercialize. Also, the government shall publish the science research information.

The government shall classify the component of the cultivation soil, fertilizer, and feeding grass, as for the agricultural study.

The government shall experiment, classify, and publish the insects.

Department of Commercial Registration

The government shall set the standard of measurement, as for the national use.

Department of Commerce

The government shall set up silos and foreign rice markets.

The government shall set up the council, as to find markets, promote, and control the quality of Thai products.

The government shall set up the statistical forcasts, as to collect the exact figures, as for commercial purposes.

The government shall deal with labour problems, i.e., funding and employment.

The government shall resuscitate the significant products, i.e., sugar and pepper.
