Policy Statement of 
 The Council of Ministers
of Prime Minister Colonel Luang Pibulsongkhram
Delivered to Parliament
on Monday, 26 December 1938


 

 

Policy Announcement*

The government has formulated the policies for the state administration, as follows:

a) General Policies

1. The government shall respect the Six Commandments; Independence, Security, Economy, Equality, Liberty and Education.
2. The government shall pay special attentions to the standard of living of the Siamese people, enhancing, in this respect, the education, practice, and pride in the profession, e.g., agriculture, mining, commerce, and various kinds of industry.
3.As for the operations, the government shall render effective, in the shortest of time, hence, the process is practical.
4. As for the rights and responsibilities that Siam retains, the government shall preserve and utilize.
5. As for the activities, the government shall increase the ethics and the effectiveness, both academic and administrative, of the civil servants.
6.As for the people, the government shall respect the right and liberty, according to the Constitution, of the Siamese, meanwhile, they also have to respect the laws and follow their responsibilities, according to the Constitution.
7. The government shall pay special attentions to harmonize the inter-departmental and ministerial cooperations.
8. The government shall sympathize the coordination and fraternity between the civil servants and the Siamese people, as for the mutual assistance.

b) Ministerial Policies

1. Ministry of Defense

The government shall strengthen the royal army, navy and air force, as for the protection of the national independence and sovereignty, in terms of quantity and quality.

2. Ministry of Finance

(1)
The government shall reform the taxation system, as for the social justice, and abolish the capitation tax, compensating with the income from other sources.
(2)
The government shall increase the credit circulation flow, according to the national situation.
(3)
The government shall preserve the stability of the national currency.
(4)
The government shall define the fiscal year, according to the time requirements.

3. Ministry of Foreign Affairs

The government shall tighten the diplomatic relations with the sovereign nations.

4. Ministry of Agriculture

(1)
The government shall nurture the indigenous plant and animal species, as to enhance the quantity and quality, suppress harmful diseases, control and preserve animal breeds, standardize animal quarantines for the exports, convert swamps and ponds into fish nurseries, and support the marine fishery.
(2)
As for the irrigation systems, the government shall continue existing projects and consider new ones, according to the capacity of each region.
(3)
The government shall improve the nourishment and protection of the forest, in terms of quantity and quality.
(4)
The government shall extend the loan cooperatives and establish other types of cooperatives, according to the priority.

5. Ministry of Education

(1)
General Education: The government shall extend the compulsory education, effective as of the Primary Education Act, enhance the educational quality, by improving the school equipments and the teacher status, as well as, provide the secondary education to the provinces, and increase the numbers and quality of private schools.
(2)
Vocational Education: It is essential the government shall provide different fields of vocational education, according to the regional needs and priority, with the focus on the practice.
(3)
Adult Education: The government shall educate illiterate adults, in order that the latters shall understand the role of the citizens.
(4)
The government shall improve the universitarial education, in terms of quantity and quality, and implement different fields of study, as necessary.
(5)
The government shall support the sports education, as for the physical and mental developments of the public.
(6)
The government shall preserve and support the Thai arts, as to uphold the national pride and culture, and educate the people, as for the knowledge and quality of mind, through arts.
(7)
Religion: The government shall revise the Ecclesiastical Administration Act, according to the current situation, and uphold the religious affairs, according to the Constitution.
(8)
As to institute the morals in Thai children, the government shall suppress the moral malfeasance.

6. Ministry of Interior

(1)
National Security: The government shall prevent and suppress crimes and delinquences, transferring, in this respect, the investigation from administrative officers to police, revise the related laws, and increase the numbers and efficiency of police and attorneys.
(2)

Correction: The government shall increase the numbers and efficiency of the Correction officers, establish special prisons, as to enhance the standard of the treatment to inmates, provide the moral, professional, and vocational education, and establish the Prison Estate for inmates of good conducts, as to institute the profession, prevent the crime, and provide the appropriate welfare.

(3)

Regional and Local Administration: The government shall revise the related laws and regulations for the regional administration, enhance the quality of the administrative officers, as for the support of the national safety, benefit, and profession, and provide good morals to the public.

As for the local administration, the government shall expand the municipality network to the provinces, and modify the Municipal Act, accordingly.

(4)
Public Health: The government shall establish more health care centers, together with medical officers, in the provinces, in order that the people shall enjoy the greater accessibility and coverage, expand the sanitation network in the provinces, increase the numbers of mobile health care units, and support the public health in the municipal areas.
(5)

Highways and Infrastructure: The government shall continue the existing highways projects, according to the national transportation projects, support the construction of local thoroughfares, as to provide the useful intercity links, maintain the existing roads and paths, and provide professional opportunities
to the public.

As for the infrastructure, the government shall distribute specialists, machines, and devices to the agencies, as to increase the capital loans.

As for the city planning, the government shall implement the planning and provide the efficient assistance to the municipalities and communities.

7. Ministry of Justice

The government shall respect the freedom of the royal judges and facilitate the court procedures.

8. Ministry of Commerce

(1)
The government shall support the national profession, by providing the foreign markets for Thai products and supporting the usage of national products.
(2)
The government shall improve the important exports, e.g., rice, and enhance the administration.
(3)
The government shall improve land, water and air transportations, by increasing the railroad lines, improving the train tonnage fee, establishing strategic ports, and increasing the airlines.
(4)
The government shall support the tourism industry.
(5)
The government shall support local industries and control the industrial safety.
(6)
The government shall enhance the communication and telephone networks, establish radio stations in important cities, and increase the numbers of radio transmitters
(7)
The government shall institute the national savings.

The state administration shall achieve the goals, once rendered cooperations from every parties concerned. The government hope, in this respect, that the Parliament could assist, by approving the policies, according to Code 50 of the Constitution, in order that the latter could continue to implement the said projects.
