Policy Statement of 
The Council of Ministers
of Prime Minister M.R. Seni Pramoja
Delivered to Parliament
on Wednesday, 19 September 1945


 

 

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 17 September 1945, and the subsequent appointment of the Council of Ministers.

Obviously, the state administration, at this critical moment, is of enormous pressure and considerable responsiblity, as the Parliament is surely aware. However, I vow that the government shall intend to resolve the problems, as the following policies might express.

1.The government, Royal Government, shall respect the constitutional democracy.
2.The government shall administer the state affairs with honesty and allegiance to the institutions of Nation, Religion, King and Constitution.
3.The government shall separate the civil officials from the politicians, as to establish the true democratic regime.
4.The government shall restore the mentality, morals and ethics of the Thai people, which has been deteriorated during the times of war, by means of:
(a)

National security.

(b)

Educational quality and effectiveness of civil servants, especially in morals and hygiene.

(c)

 Peaceful citizenship.

5.As for finance,
(a)
The government shall lay strong foundations to the budget system, in order that the outstanding balance shall turn positive.
(b)
The government shall maintain the currency stability.
(c)
The government shall carry out the promise of the previous governments, concerning public loans.
6. As for agriculture, the government shall promote and improve the plantation, reforestation, pasture, and fishery, and, most importantly, the government shall restore the rice plantation, damaged by inundation and war, as to ensure the surplus to trade with the United Nations.
7.As for industry and commerce, the government shall establish the free trade, by means of the transformation of state enterprises.
8.The government shall alleviate the problems of consuming goods.
9.The government shall provide the sufficient medicine and health care system.
10. The government shall repair the damaged roads and railroads and upgrade the communication system.
11.The government shall follow the Royal Command of Peace of August 16, 1945, and collaborate with the United Nations, in order that the world stability shall be firmly established.

The government hopes that the Parliament would grant us the approval, so that the government shall commence the state administraton, according to Code 50 of the Constitution of the Kingdom of Thailand.
