Policy Statement of 
The Council of Ministers

of Prime Minister

Policy Announcement*

Mr. President,

Persuant to His Majesty the King's gracious appointment of the Council of Ministers, per Royal Command dated 31 May 1947. The Council of Ministers would like to present the formal policies to the Parliament, as follows:

1. Foreign Policy

The government shall respect the United Nations' regulations, collaborate with other sovereign nations, as to guarantee the perpetual peace and world economic stability, promote good understandings and sympathy, amongst the member countries of the United Nations, and tighten the good relations with other sovereign nations, upon the reciprocity basis.

2. Policy on Security

The government believes that the existing military force is solely national, hence, shall improve the military administration, in accordance with the democratic administration, support the military activities, in accordance with the national situation, and revise the administration of the national defense.

The government shall enhance the knowledge of the commanders, as for the greater efficiency, provide the vocational education and support, apart from the protection of the national security, to the officers, promote the military welfare and discipline, and support the veteran activities.

3. Financial Policy

The government has formulated the policy, as to establish the budget balance, which shall lead to the financial stability and the provision of the maintenance fund, as well as, the improvement of the civil status.

4. Policy on Agriculture

The government shall support and revive the agriculture, in order that the productivity shall meet the internal and external demands, with the full priority to the rice-growing, promote the planting of other economic crops, as well as, the pasture. In this respect, the government shall support and improve the plant strains and animal breeds, implement efficient measures on the prevention of contagious diseases, especially in animals, by means of the increasing numbers of veterinarians and medicine. In addition, the government shall support the national fishery, support the developments of fresh water fish strains. Also, the government shall continue the irrigation projects and the Chao Phraya dam project, support and facilitate the private and local irrigations, as well as, implement appropriate measures on the operations of forests and rubber plantations.

The government believes the cooperatives are rightful resolutions to the economic problems, hence, shall establish various cooperatives, as for the farmers, planters, fishermen, pastors, and other agriculturists, and provide tools and consuming goods to the said individuals.

5. Policy on Public Health

The government shall cure off contagious diseases and prevent minor diseases, as for the sake of the national health, establish more health care centers, implement efficient measures on the provision of the medicine, as to reduce the price of medical products in the markets, enhance the efficiency and increase the numbers of medical officers, as to meet the national requirements. Moreover, the government shall implement efficient measures for the development of the public health, i.e., increase the Mother and Child welfare, improve the sanitation standard of students, establish the Institute of Health Education in Medicine University, implement the Social Security system, as for specific groups of people, and support the establishment of the National Institute of Medical Research and Autopsy, as for the medical developments.

6. Industrial Policy

The government shall promote and support the national industry, as to manufacture the national goods, improve the administration of factories, and diversify industrial products.

As for mineral resources, the government shall implement mineral operations and surveys, in search for the mineral ores and fuel meterials, support the national mining, and implement scientific researches, as for the support of the national industry, agriculture, and commerce.

7. Policy on Transport and Communications

The government shall repair and improve the damaged thoroughfares, affected by the great wars and the power of nature, as to meet the national requirements. Concerning the construction, the government shall continue the existing projects, as for the national economic development of the post-war era. As for the communication and transport, the government shall support and enhance the efficiency.

8. Commercial Policy

The government shall support the commercial activities, as for the national finance and economy, by implementing the support and provision of internal and external trades, at the reasonable price, in order to suppress the scarcity of consuming goods and other essential products, as well as, establish quarter-lateral pacts between manufacturers, transporters, traders, and consumers, as to help reduce the high price of consuming goods. As for the international obligations, the government shall respect and implement the provision of rice.

9. Policy on Interior

The government shall:

1) Enhance the efficiency of civil servants, restore the national security, as well as, provide the moral and ethic education to the public.
2)

Improve the structure of the regional administration, from the state control to supervision, and relieve the burden of the central administration, in order to facilitate the operations.

As for the local administration, the government shall improve the structures, as to establish the municipalities, and guarantee the status of the municipalities, as for the sake of the national benefits.

3) Support the efficiency of the local economy, encourage the public participation in the home industry, agriculture, and pasture.
4) Extend the welfare network, as for agriculturists and underprivileged, by establishing agricultural communities and homes for elders and abandoned children. As for laborers, the government shall consider the establishment of the specific organization, as for the provision of welfare.
5)

Extend the local infrastructure network, e.g., electricity and water works, improve and support the city planning, as well as, the construction of public accommodation units, in accordance with the local requirements.

In addition, the government shall implement efficient measures on the state housing, as to alleviate the problems of the low-income in the urban areas.

6) Support the land ownership, as for accommodation and work space, and facilitate the reservation and documentation procedures.

10. Policy on Justice

The government shall respect the the freedom of the royal judges and facilitate the court procedures, as for the national benefits, as well as, consider the increase of
royal judges, in accordance with the current situation.

11. Educational Policy

The government shall recruit new teachers, in terms of quantity and quality, support the status and quality of private schools, establish more classes in public schools, grant the free educations, by means of the selection process, improve the quality of the municipal schools, enhance the efficiency of the compulsory education, improve the structures of the vocational education, conforming the regional requirements, provide the compulsory vocational education, as for the formal education and adults.

Finally, the government hopes the Parliament shall grant the kind approval, according to Code 69 of the Constitution of the Kingdom of Thailand. Should you have any queries, please do not hesitate to ask. The government is willing to explain the issues in detail.
