Policy Statement of 
The Council of Ministers

of Prime Minister

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 8 April 1938 and the subsequent appointment of the Council of Ministers, per Royal Command dated 15 April 1938. According to Code 77 of the Temporary Constitution of the Kingdom of Thailand, I would like to present the policies to the Parliament and ask for the kind approval, as follows. First of all, the government would like to emphasize the will, as to maintain the democratic system, respect the right and liberty of the people, according to the Constitution, cherish the foundation and growth of the democratic system, by means of the Election Administration Act, as to guarantee the honesty and social justice. In addition, the government shall improve and support the municipalities and the provincial councils, which are to uphold the democratic system.

The government shall swear allegiance to the king of the Chakri dynasty, protect the royal throne, and respect the royal family.

The government shall cherish Buddhism, give the full support to other religions, as well as, establish the educational and moral centers for the people.

The government shall maintain the army, as seen appropriate, as to provide the country with the adequate military service.

The government shall, in particular, heed the special attention to provide all the people with the formal education, by means of increasing numbers of academic institutions, improve the efficiency and salary of the teachers, and increase the numbers and efficiency of private schools.

The government shall establish and maintain the diplomatic relations with other nations, respect the international obligations, and collaborate with the United Nations, as for the installation of peace and social justice. As for foreign residents in Thailand, the government shall implement efficient measures , as to encourage the collaboration with Thai people, in order to preserve the mutual benefits and well-beings.

The most emergent responsibility is to improve the quality of life of the people.

As evident, the people encounter the most difficult of the situations; expensive merchandises in almost all categories, financial and social crisis, which the government is trying to solve, by following these steps, as to reconstruct the concrete economic and social bases and prevent the fluctuation of the future.

1. As for finance, the government shall establish the financial stability, by means of the budget balance and sufficient circulation.
2. As for consuming goods, the government shall decrease the cost of living, by increasing the national productivity, supporting the industries, facilitating the transportation and vending, as well as, suppressing the warehousing, and preventing the outrageous commercialization.
3. The government shall:
a.  Establish the Social Security, for the sake of the hired officers.
b.  Establish and extend the cooperative network, especially loan cooperatives, cooperatives on the vending of rice and agricultural products, consumer cooperatives and cooperatives on the land leasing.
c.  Support the small and medium enterprises, by encouraging the sense of entrepreneurship, and respect the right and liberty of the proprietors.
d.  Control the state enterprises as far as the national security is concerned.

Apart from the aforementioned points, the government shall continue the policies of the previous governments, in accordance with the human resource and financial situation, enhance the capacity of the civil servants, for the sake of national benefits, secure the status of permanent officers, and provide the financial assistance to the pensioners and off-duty officers.
