Policy Statement of 
The Council of Ministers
of Prime Minister
Field Marshal Plaek Pibulsongkram

Delivered to Parliament

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 6 December 1951, and the subsequent appointment of the Council of Ministers, per Royal Command dated 8 December 1951. The Council of Ministers has now formulated the formal policies, as to present to the Parliament, according to Code 50 of the Constitution of the Kingdom of Thailand, and ask for the approval, as follows.

1. The government is determined to preserve the democratic administration, according to the Constitution of the Kingdom of Thailand, and respect the king of the present Chakri dynasty.
2. The government shall cherish the Buddhism and give full support to other religions.
3. The government shall establish close relations with other sovereign nations, follow the international obligations, respect the United Nations charters, support the democratic regime, and fight against the communism, as to bring about the world peace and justice.
4. The government shall maintain the army, as to be fully prepared for the situations.
5. The government shall respect the liberty, equality, and fraternity, according to Code 14 of the Constitution of the Kingdom of Thailand of 1932, and follow the Universal Declaration of Human Rights of the United Nations.
6. The government shall support the provision of the public health and increase the social welfare.
7. The government shall implement efficient measures to stimulate the national economy, as for the sake of the national well-beings, and administer the economic affairs, as follows:
a) Support the distribution of the land and property ownerships to the people.
b) Support the national profession in the provision of economic crops, cereals, and pasture, by means of the enhanced fund-raising, irrigation, machinery, and fertilizer.
c) Support the national industry, using the national raw materials, as well as, the home industry.
d) Support the price mechanism for manufacturers, as to vend products, at the reasonable level, implement efficient measures, as to facilitate the contacts between manufacturers and consumers, support the establishment and increase the efficiency of cooperatives, work seminars, granaries, and warehouses.
e) Support the facilitation of the transportation, communication, and traffic.
8. Evidently, the establishment of the national well-beings have been affected by the devaluation of the Baht, experienced as a result of the regional economic crisis. The government shall resume the Baht to its status quo, as to continue the policies of the previous governments.
9.

As to achieve the aforementioned goals, the government shall provide the formal education to the people, especially the vocational and moral studies, as well as, increase the numbers of the schools and teachers.

10. The government shall preserve the democratic administration, follow the Universal Declaration of Human Rights, and respect the freedom of royal courts, according to Code 60 of the Constitution of the Kingdom of Thailand of 1932.
11. The government is determined to implement the state affairs, in accordance with the said policies. However, the government shall request the cooperations from all parties concerned, Distinguished Members, civil servants, and general public alike, in order to lead our nation out of the tense global situation, at the moment, and establish the national prosperity.

The government hopes the Parliament shall consider the formal policy with goodwill, and grant us the kind approval, in order to run the state administration, according to Code 50 of the Constitution of the Kingdom of Thailand of 1932.
