Policy Announcement* Mr.
President, Distinguished Members,   Persuant
to His Majesty the King's gracious appointment of myself as Prime Minister, per
Royal Command dated 21 March 1957, and the subsequent appointment of the Council
of Ministers, per Royal Command dated 31 March 1957. The Council of Ministers
has now formulated the formal policies, as to present to the Parliament, in accordance
with the Constitution of the Kingdom of Thailand, and ask for the kind approval,
as follows.

The government shall respect the Constitution of the Kingdom of Thailand, and
administer the state affairs, in accordance with the Free Manangkhasila policies,
which were already announced to the public and registered at the Ministry of Interior. |

The government shall revise the codes of laws, administrative regulations, as
well as, administrative codes of conducts, in order to establish the effienciency
and fraternity, especially between civil servants and the public. |
  3. |
The government shall administer the state affairs, as for the sake of the national
benefits and social well-beings. |   4. |
The government shall support the general public, including their profession, in
order to increase the national income, hence, standard of living. |
  5. |
The government shall establish close relations with other sovereign nations, especially
neighbour countries, encourage regional developments, preserve the world peace,
respect the United Nations Charters and international obligations. |
  6. |
The government shall maintain the national army, as to preserve the national independence
and suppress the external threats, according to the economic situation, and improve
the military welfare, as to meet that of developed countries. |
  7. |
The government shall support and maintain the national education, in terms of
quantity and quality, distribute the educational opportunity to the provinces,
by establishing more schools, recruiting more teachers, in accordance with the
numbers of students, and enhancing the efficiency of teachers. |

The government shall uphold the national culture, in order to achieve the individual
peace and social integration. |   9. |
The government shall support the national profession, especially in the agriculltural
manufacturing, in terms of quantity and quality, expand the irrigation systems,
and improve the machine tools. |   10. |
The government shall develop and support the cooperative network, as for the national
benefits, and establish the Cooperative Center, as to provide the education to
the public, theoretically and practically, as for the success of the system. |   11. |
The government shall support and provide the rightful assistance to the national
industry, including the home industry, and encourage the foreign investment in
the national industry. |   12. |
The government shall expand the domestic and foreign market networks, and implement
efficient measures, as to maintain the price mechanism and supervise the national
exports, as for the national benefits. |   13. |
The government shall stabilise the national currency, and reform the taxation
system, as for the social justice and comfort. |   14. |
The government shall improve the communication, transportation, and traffic systems,
as for the enhanced efficiency and safety. |   15. |
The government shall facilitate the court procedures. |   16. |
The government shall implement the distribution of the administration to the regions
and provinces, support the national economic developments, enhance the status
of the provinces to municipalities and sanitations, as well as, support the operations
of the provincial councils, provincial administration organizations, and municipal
councils, as for the sake of the true democratic system. |   In
addition, the government shall expand the provincial infrastructure networks,
eg, electricity, water, and highways, in order to enhance the local economy, and
revive the rural integration.
  The
government shall maintain the national security, by respecting the individual
rights and liberties, suppress the crimes, delinquences, and threats, as for the
sake of the national profession.
  The
government shall support the social welfares, especially vocation, accommodation,
family, labour union, as well as, other types of welfares. As for accommodation
welfare, the government shall provide accommodation units to poor citizens.
  The
government shall execute the land reform, according to the related acts, as to
provide the land ownership to the public.
  17. | The
government shall provide the better health care system, by improving and constructing
more hospitals and health centers, recruiting more doctors and nurses, manufacturing
more medicine, preventing and suppressing contagious diseases. |
  The
government shall intend to administer the state affairs, in accordance with the
aforementioned policies, as to establish the national security and peace. In order
to achieve the goals, the government needs the kind collaborations of the distinguished
members, civil servants, as well as, general public. The government hopes that
the Parliament will cooperate dearly with us, as for the sake of the Thai people,
in accordance with the Constitution of the Kingdom of Thailand.   Thank
