Policy Statement of 
The Council of Ministers
of Prime Minister Pote Sarasin
Delivered to Parliament
on Tuesday, 24 September 1957


 

 

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 21 September 1957 and the subsequent appointment of the Council of Ministers, per Royal Command dated 23 September 1957. According to Code 84 of the Constitution of the Kingdom of Thailand of 1932 (Revised 1952), the Council of Ministers would like to present the formal policies and ask for the kind approval, as follows.

1. The government shall preserve the national benefits, as rightful bases for the administration, and implement efficient measures to preserve the national well-beings, in order to become the government of the people.
2. The government shall maintain the democratic administration of the Kingdom of Thailand, respect the king, enshrine Buddhism, and give full supports to other religions.
3. The government shall preserve the rights and roles of the country, according to international obligations, follow the United Nations' Charters, and establish close relations with sovereign states, as per justice, public well-being, and national security.
4. The government shall maintain the royal army, as for the national security, according to the economic situation, and improve the military welfare.
5. As for the national security, the government shall enhance security-related administrations, especially the police force, in order to be of the public service with the direct responsibility to protect the people, and suppress the national fears.
6. The government shall enhance the public health, sanitation, and social welfare systems.
7. The government shall support the national commerce and economy, in line with the price stability, promote national exports, and implement efficient measures, as to stabilize the national economy.
8. The government shall support the national education, in terms of quantity and quality, enhance the knowledge and professional efficiency of the people, and promote good cultures and morals, through the religious education.
9. The government shall revise the codes of laws and related regulations, as to preserve the freedom of royal judges and facilitate the court procedures.
10. The government is aware of the importance and necessity of all types of communication, traffic, and transportation, as well as, the port administration, hence, shall heed special attentions to the construction, maintenance, and improvement.
11. The government shall provide, promote, and support the national industry, encourage the national investment, through internal and external sources, as seen appropriate, support the home industry, research and experiment the national raw materials.
12. The government shall heed special attentions to the national expenditure, as for the national savings and benefits, and maintain the stability of the national currency.
13. Concerning the agriculture and cooperatives, the government shall support the national profession, agriculture, and pasture, by means of the irrigation and related measurs, as well as, establish all types of cooperatives.
14.The government shall implement efficient measures, as to enhance the efficiency of civil servants.
15.The government shall organize the clean General Election, within 90 days, per Royal Command of the Utilization of the Constitution of the Kingdom of Thailand, dated 18 September 1957, and related acts. In this respect, the government would like to present a vow to the Parliament.
