Policy
Announcement* Mr. President, Distinguished
Members,   Persuant
to His Majesty the King's gracious appointment of myself as Prime Minister, per
Royal Command dated 1 January 1958, and the subsequent appointment of the Council
of Ministers, per Royal Command dated 1 January 1958. According to Code 84 of
the Constitution of the Kingdom of 1932 (Revised Edition 1952), the Council of
Ministers has now formulated the formal policies, according to the rights and
liberties of the people, i.e., accommodation and property, as to present to the
Parliament for the consideration and kind approval, as follows:

Evidently, the national well-being and security are true objectives of the state
administration, hence, the government shall intend to eliminate social problems
and partiality, implement efficient measures, as for the national prosperity,
and become the government of the people. |   2. |
The government shall preserve the democratic administration, in accordance with
the Constitution of the Kingdom of Thailand, respect the king, enshrine Buddhism,
and provide full supports to other religions. |   3. |
The government shall preserve the rights and roles of the country, according to
international obligations, follow the United Nations' Charters, and establish
close relations with sovereign states, as per justice, public well-being, and
national security. |   4. |
The government shall maintain the royal army, as for the national security, according
to the economic situation, and improve the military welfare. |
  5. |
The government shall preserve the national security, with the focus on the protection
and maintenance, in order to support the national profession, and suppress the
national fear. In this respect, the government shall enhance the efficiency of
the police, administrative officers, kamnans and village headmen. In addition,
the government shall implement the local developments, establish the self-reliant
communities, enact the land administration, as to distribute the land ownership
to the public, in accordance with the local needs and economic situation. Moreover,
the government shall provide the accommodation welfare, as for the low-income,
support the construction of economical accommodation units, as to increase the
numbers of state housings, and enhance the social welfares. Finally, the government
shall establish provincial infrastructures, be it electricity or water, and upgrade
the intercity transportation system, as for the sake of the provincial development
and local prosperity. |   6. |
The government shall enhance the health care system, by supporting the recruitment
of qualified doctors and related specialists, improving the health centers, medical
equipments , and officers, promoting the medical research, fabrication of medicine
and medical supplies, as to diversify the ranges. |

The government shall implement efficient surveys on the national economic situation,
and form the national economic development projects. |
  8. |
The government shall implement efficient measures, as for the stability of the
national currency, revise the budget systems, as well as, supervise the national
expenditure, in accordance with related laws, national savings and benefits. |
  The
government shall, also, revise the taxation system, as for the social justice,
improve the structure of the taxation system, in accordance with the economic
situation and the standard of living, and enhance the tax collection procedures,
as for the national benefits.
  In
addition, the government shall intend to pay off the outstanding balance, which
is the national priority.
  9. | The
government shall support the national professions and education, as to enhance
the efficiency of the agriculture, pasture, irrigation, forest, and fishery, in
terms of quantity and quality, and increase the national income. |
  10. | The
government shall support and popularize all types of cooperatives, in accordance
with the national requirement and economic situation, as to raise the standard
of living and economic status. |   11. | The
government shall implement, promote, support the national industry, and encourage
the national investment, as from internal and external sources. As for home industry,
the government shall enhance, research, and experiment the national raw materials,
as to diversify the industry. |   12. | The
government shall support and expand the post, telegraphs, telephone, and radio
networks, as for the national benefits. Concerning the land, water, and air transportations,
as well as, the port administration, the government shall control, enhance, repair,
and coordinate, as for the national benefits. |   13. | The
government shall support the national commerce, suppress transport restraints
and procedures, as to facilitate the product transportation, maintain the price
of essential consuming goods, promote the national exports, in terms of quantity
and quality, support the manufacturing of essential products, as to meet the national
requirements, protect the national industry, maintain the international trade
balance, and implement efficient measures, as for the national economic security.
|   14. | The
government shall improve the educational system, in terms of quantity and quality,
with the focus on good citizens, in accordance with the democratic administration
and economic prosperity, support the sufficiency of educational centers, increase
the standard of compulsory education, enhance the provincial education, especially
for high schools, support the vocational education, recruit qualified teachers,
excel the national curricula, evaluation system, textbooks, and educational tools,
as well as, resolve the youth problems, by promoting the physical education and
special activities. In addition, the government shall support and improve the
private schools, enhance the efficiency and welfare of teachers, preserve the
national arts and culture, as well as, improve the operations of museums and the
National Library. |   15. | The
government shall respect the freedom of the royal courts and facilitate the court
procedures, as for the social justice. |   16. | The
government is aware that the state administration shall run smoothly, through
the efficiency and honesty of civil servants, hence, shall implement efficient
measures for the operations. |   The
government hopes the Parliament shall grant us the kind approval, in order to
run the state administration efficiently.   Thank
