Policy Statement of 
The Council of Ministers
of Prime Minister
Lieutenant-General Thanom Kittikachorn

Delivered to Parliament
on Thursday, 19 December 1963


 

 

Policy Announcement*

Mr. President,
Distinguished Members,

The royal government, directed by myself, has administered the state affairs, per Royal Command of His Majesty the King, as the Parliament may have already acknowledged. In accordance with the Constitution of the Kingdom of Thailand, the government needs not present the formal policies to the Parliament. It is possible to administer right away, without the approval, but I believe it is better to inform, as for our own goods, and have good understandings and mutual cooperations. Should you have any inquiries, please do not hesitate to let me know and I shall answer you in details. On behalf of the Council of Ministers, I would like to thank Mr. President and Distinguished Members, as for this gracious opportunity.

Evidently, this government took office of the state administration, under the Constitution of 1958, like the previous government, hence, shall follow the previous policies, presented on 12 February 1959, which brought about the best results and contributions to the country.

Honestly, the government is aware of the importance of the strong economic grounds, which the government shall heed more careful attentions, as to improve and implement the continuation of existing projects, in accordance with the national financial situation, and revise the related measures, as to achieve the efficiency and success.

The government shall implement the national developments, as for irrigation, highways, mineral resources, land administration, energy, and cooperatives, which are of extreme importance to the national development and are under the jurisdiction of the Ministry of National Development, as for the mutual cooperation and control, as to bring about the best results to the country.

As for finance, the government shall maintain the stability and security of the national currency. Meanwhile, the government shall seek new revenue sources, as for national developments, which shall incur from the gross domestic products, and not from the
tax collection.

In addition, the government believes that the agriculture is the key factor to the national economic self-sustention, hence, shall implement efficient measures, as to maximize the agricultural productivity, which shall, in turn, support the national industry, stability and security, and generate the foreign exchange. As for agricultural support, the government shall increase the income of agriculturists, as from the profitable product vending.

As for industry, the government shall support and maintain the operations, alongside the agricultural support, as for the national economic growth.

As for education, the government shall follow the policies of the previous government, in favor of the vocational and provincial education.

As for public health, the government shall provide the better health care, immunization, and treatment systems.

Moreover, the government shall maintain the national security, by means of effective administrative and police officers, and support the national profession, in accordance with the local requirement and national economic situation.

As for security, the government shall maintain the army and modernize the military practise, education, welfare, and weaponry.

In addition, the government shall:

1.Respect the King and protect the Royal Throne.
2.Cherish Buddhism and respect the rights and liberties of the people, concerning the religion.
3. Administer the state affairs, in accordance with the democratic government, respect the human rights, and implement efficient measures, as for the national benefits.
4.Preserve the national rights and responsibilities, in accordance with the international obligations, and respect the charters of the United Nations and the Southeast Asian Treaties Organization.
5.Follow the United Nations' Charter, establish good relations with sovereign nations, upon the justice, transparency, national liberty, public well-being, and security basis, furnish good understandings and collaborations with friendly nations, especially the Southeast asian countries, and preserve the regional peace.

On behalf of the Council of Ministers, I would like to vow, in this majestic Parliament, that the government shall administer the state affairs, with the perserverance and honesty, as for the sake of the national prosperity and well-being of the Thai people.
