Policy Statement of 
 The Council of Ministers
of Prime Minister Sanya Dharmasakti

Delivered to Parliament
on Thursday, 25 October 1973


 

 

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 14 October 1973, and the subsequent appointment of
the Council of Ministers, per Royal Command dated 16 October 1973.

At this auspicious moment, the Council of Ministers has formulated the policies, based upon the democratic administration, national security and peace, as to present to the Parliament, as follows:

1. The government shall respect the king and re-establish the democratic Constitution as Thailand's supreme law, as soon as possible.
2. The government believes the national security is indispensable for the developments, hence, shall implement efficient measures, as to maintain the national security, especially through the royal army, according to the national economic situation, suppress national threats, direct or indirect, and support the national self-reliance. In addition, the government shall enhance the efficiency of the national security, encourage the public understanding of the military, enhance the military welfare, will, and morale, and implement the supervision structure reform, as to meet the democratic administration.
3. The government shall maintain the national financial stability, administer the financial policies, as to increase the income and welfare of agriculturists and laborers, the majority of Thai citizens, and, in this respect, implement the revision of the tax structure, as for the social justice.
4. The government shall run the foreign policies, as to preserve the national sovereignty, integrity, and benefits. In this respect, the government shall follow the United Nations' Charters, collaborate with the latter, as to promote the international peace, stability and justice, preserve the national rights, follow the international treaties and obligations, upon the equality and reciprocity basis, befriend the friendly nations, regardless of the ideological difference, and establish good relations and understandings with neighbor countries. In addition, the government shall support the regional cooperation, especially with member countries of the Association of South East Asian Nations, in order to achieve the regional peace, stability, economic and social developments, regional progress and well-being.
5. The government shall maximize the agricultural productivity, as to meet the national and international requirements, and reduce the cost of living of the people, by providing the academic assistance, manufacturing and marketing factors, as to maintain the reasonable price of agricultural products, and increase the income and standard of living of agriculturists.
6. The government shall upgrade, expand, and support the transportation, especially water, which is the cheapest mode of transport, communication and meteorology system, according to the economic development.
7. The government shall expand the domestic and foreign markets, according to the agricultural and industrial productivity. As for essential consuming goods, the government shall maintain the price stability, as to provide the social justice to manufacturers and consumers, and encourage the merchant understanding of the commercial policies, especially for the participation in the provision of the markets, manufacturing and commercial statistical services.
8. The government shall protect the people and improve the national security structure, in order to furnish understandings and cooperations, between the officers and the people.
9. The government shall preserve the legal legitimacy, respect the freedom of the royal judges, as in the trials, and foster the judiciary institutions, as for the national security, justice, and facilitation of court procedures.
10. The government shall enhance the efficiency of the national health care system, as to meet the national needs, and expand the regional networks.
11. The government shall enhance the industrial productivity, as to substitute the imports and exports, prevent, and suppress the industrial toxics.
12. The government shall support the liberty, academic responsibility, freedom, and administrative versatility, in terms of finance and personnel administration, of universities. In addition, the government shall encourage the collaborations between students and government agencies, support the role of universities, in the diffusion of the democratic administration, with King as Head of State.
13. As for economic policy, the government shall implement efficient measures, in accordance with the National Economic and Social Plans, in order to manage and distribute the national resources, with the focus on urgent economic and social resolution, especially in affected areas, as to meet the current economic and social requirements, and provide more social justice to the general public.

In accordance with the aforementioned policies, the government aspires to meet the public requirements and establish the national prosperity and security. Thus, the government hopes the National Legislation Council shall support the policies, in order to run the state administration smoothly, establish the national prosperity, and provide the public well-being.
