Policy Statement of 
 The Council of Ministers
of Prime Minister M.R. Seni Pramoja

Delivered to Parliament
on Thursday, 6 March 1975


 

 

Policy Announcement*

Mr. President,
Distinguished Members,

Persuant to His Majesty the King's gracious appointment of myself as Prime Minister, per Royal Command dated 15 February 1975, and the subsequent appointment of the Council of Ministers, per Royal Command dated 21 February 1975. The Council of Ministers has now formulated the formal policies, upon the democratic government and national policies, according to Code 184 of the Constitution of the Kingdom of Thailand, as to present to the Parliament and obtain the kind approval, as follows:

Political Policy

1.

The government shall administer the political policies, in accordance with the democratic administrations, with King as Head of State, through clean and just measures, in order to be the real government of the people, by the people, and for the people.

In addition, the government shall respect the rights and liberties of the people, in accordance with the Constitution, and protect the institutions of the Nation-Religion-King, as to establish the national unity and concordance.

2.

The government shall support the royal army, in accordance with the national economic situation, as to protect the king, national independence, security, and benefits. The government shall also enhance the military welfare, efficiency and morale, and support the army participation in the national developments.

Moreover, the government shall repatriate the foreign military troops, served the international obligations, from the national territory, as soon as possible, and no later than 18 months, according to the national protocols and benefits.

The government shall run the international policies freely, as for the national benefits, without serving or interfering the policies of any country, befriend the friendly nations, in spite of ideological and economic difference, and implement efficient measures, as to restore close relations with other asian countries, per equality, integrity, and sovereignty basis.

The government shall, in addition, support and reiterate good understandings and cooperations, amongst the neighbour countries, support and promote the regional cooperations, especially with the member countries of the Association of Southeast Asian Nations, as for the political, economic, and social benefits, in order to achieve the regional prosperity and peace, and support the regional development projects, e.g, Mekong Sub-Region Development Project.

Also, the government shall follow the international obligations, treaties, and agreements, upon the equality and reciprocity basis, and respect the United Nations' Charter.

Economic Policy

4.

The government shall establish the social democratic economy, in order to achieve the national economic reform, social justice, and national benefits, by respecting the property ownerships of the people, promoting private initiatives in the economic administration, and controlling the economic planning, as seen appropriate.

The government shall intend to narrow the economic distinctions, by means of the taxation and budget measures, implement the fair income distribution, and the agricultural remuneration system, as for agricultural products.

The government shall support the agricultural and industrial productivity, as to meet the domestic and foreign needs, which shall, in turn, promote the national employment, increase the income, and the standard of living.

The government shall expand the internal and external trade network, establish national trade regulations, and preserve the commercial justice. In this respect, the government shall pass the Trade Regulatory Act and Consumer Protection Act. As for the external trade, the government shall extend the trade relations, especially in the export promotion, as to maintain the national economy and trade balance.

The government shall maintain the price of consuming goods, as to provide the social justice for manufacturers and consumers, preserve the price mechanism, as for the minimal price fluctuation, as well as, implement efficient measures, as to suppress the private economic monopoly.

The government shall implement the land reform, improve and distribute the land ownerships, especially degraded lands in the protected forests and water sources, and control the land ownership threshold.

The government shall implement the small-scale and minor irrigation projects, as to provide the rightful assistance to agriculturists, and continue the existing large-scale projects, within the appropriate time limit.

The government shall promote the second farming, dry plantation, and rubber plantation, as to substitute indigenous strains with model ones.

The government shall improve the quality of soil, regulate the agricultural lands, and provide the agricultural assistance in fertilizers, croppings, and pest control, as to increase the agricultural productivity.

The government shall support all types of cooperatives, especially agricultural, which shall be established nationwide, during the four-year term, promote the manufacturing, processing, marketing, and transportation of the cooperative exports, and support the agricultural union, as for the reasonable vending of agricultural products.

The government shall enhance the fishery and livestock developments, as to diversify the national exports.

The government shall extend the operations of the Bank of Agriculture and Agricultural Cooperatives, in order to provide agricultural loans with the low interest.

The government believes forests are national treasures, hence, shall implement efficient operations, as for the national revenue, preserve, and improve national forests, as for fertile water sources, and implement the wood processing, as for national exports.

The government shall support the national industry, especially those involved with national products, export orientations, and tourism, enhance the efficiency of factories and state enterprises, in terms of the management and personnel, as to generate the national income, distribute the industrial opportunities to the provinces, by supporting the investment, establishment of Industrial Estates, and related measures, as to support the national employment, preserve the environmental quality, and implement efficient measures, as to prevent and control the environmental intoxication.

The government shall implement the national infrastructures and other large-scale industries, which shall provide the great benefits to the people, as well as, the development of important resources, as for the national security and economy. In addition, the government shall revise the national policies, as from the developments, through concession and monopoly, to the operations of the state enterprises and joint-investments between the state and private sectors, as to provide the greatest benefits from the utilization of national resources.

The government shall support the national researches in technology and applied science, especially those involved with the national developments, through the collaborations of the industrial groups. As for labor welfares, the government shall support the fair laboral wages and treatments, promote all-level labor unions, as to increase the negotiation power, between the laborers and employers, and establish the Ministry of Labor, as to facilitate the laboral operations.

The government shall expand and upgrade the national transportation and communication networks, in accordance with the topography and standard of living, as to distribute the economic developments, alongside with the National Economic and Social Plans, with a focus on the construction and development of the provincial land and water transportation system, which shall facilitate the transportation of agricultural and industrial products.

The government shall revise the mass transit system, as to provide the national comfort, safety, and justice, continue the construction of expressway and mass transit system, as to resolve the traffic problems, and expand the telephone, telecommunication, and post networks, as to meet the national requirements.

The government shall collaborate with the neighbour countries, as to expand the land transportation network, progress the national port facility and maritime commerce, as to enhance the importation and exportation, and implement efficient measures, as to establish Thailand as the east asian aviation hub.

8. The government shall improve the taxation system, as to provide the social justice, earn more direct tax income, enhance the efficiency of the tax collection system, as well as, the budget administration, support the national savings and liquidity, with the focus on national benefits, and incorporate the participation of financial institutions, as to resolve the national economic problems, and maintain the stability of the national currency.

Social Policy

9.

The government shall implement the appropriate educational reform, in accordance with the economic and social situations, ingrain the good morals and responsibilities towards the society in Thai youths, provide the educational equality, in accordance with the capacity and economic potential, grant the government scholarships to poor students, enhance the educational standard and quality, public and private alike.

The government shall promote the pre-compulsory education, expand the adult and vocational education network, with the focus on agriculture, and extend the compulsory education, in primary and secondary schools.

The government shall respect the freedom of state universities, especially in the academic administration, educational standard, and student quality, encourage the role of universities in the academic contribution, especially in the provinces, establishing the appropriate ratio of local students and enhancing the curricula, as to meet in the local requirements. In addition, the government shall control and enhance the efficiency of private colleges.

The government shall cherish the national cultural heritage and religious institutions.

10.

The government shall implement the distribution of the health care system, be it protection, prevention, or treatment, to the regions, affected and remote areas, provide free medical treatments for the poor, promote and support the private participation in the public health, e.g., Village Health Volunteer Project, support private health centers, increase the medicine fabrication, prevent and suppress diseases, and support permanent medical posts in the regions.

The government shall preserve the professional welfare, especially for industrial laborers, and suppress industry-based diseases.

The government shall promote the social welfare, public and private alike, and provide the decent accommodation and sanitation for the affected citizens in degraded areas.

The government shall reduce the birth rate and furnish the nationwide family planning campaigns.

The government shall expand the developments in major regional cities, as to register the economic and social balance in the provinces.

11. The government shall respect the freedom of the royal judges and juries, as in the trials, improve and facilitate the court procedures, as to provide the social justice, revise the laws, rules, regulations, and operations of judiciary officers, as for the national benefits, enhance the efficiency of the royal courts, judges, and juries, implement efficient measures, in accordance with the Constitution, as for the equality of women, local administration, Auditor-General of the Parliament, property transparency of Ministers and Members of the Parliament.
12. Apart from efficient measures on the maintenance of the legal legitimacy and national security, the government shall preserve the legal solemnities, by preventing and punishing the law violators, with no distinction for those involved with hostile opinions and political ideologies, against the institutions of Nation, Religion, King, and Constitution, through peaceful measures.
13. The government shall implement the revision of the state administration and personnel administration regulation, as to enhance the efficiency of the service, encourage the civil servants to serve the public, implement efficient measures, as to prevent and suppress the corruption, persecution, and any unjust action towards the state and public.

The government shall run the state administration, in accordance with the aforementioned policies, as to provide the national well-being. The government hopes the Parliament shall grant us the kind approval, in order to implement the said projects, according to the Constitution.
