Policy Announcement*
Mr. President,
Distinguished Members,
  Persuant
to His Majesty the King's gracious appointment of myself as Prime Minister,
per Royal Command dated 4 August 1988, and the subsequent appointment
of the Council of Ministers, per Royal Command dated 9 August 1988. The
Council of Ministers has now formulated the policies for the state administration,
based upon the national The governmentll-being, administrative development,
as for the democratic government, with King as Head of State, economic,
social, and security development, with the focus on the national reputation
in the regional and global stage, as to present to the Parliament, as
follows:
Political Policy
  The
government shall intend to respect and protect the institutions of Nation,
Religion, King, and democratic government, with King as Head of State,
and implement, by all means, the uphold of the national well-being and
prosperity, following these steps:

The government shall promote and support
the development of the role of the political parties and the Parliament,
in accordance with the democratic government, with King as Head of
State, encourage the public understandings in the democracy, generate
the awareness of the duties and responsibilities of the citizens,
and encourage the participation in the national and local politics.

|
The government shall support and improve
the distribution of the administration to the regions and provinces,
|
Policy on the State Administration
  In
order to enhance the efficiency of the state administration, as to meet
the national requirements, the government has formulated the following
policies:
|
|
The government shall improve the welfare
of the civil servants, as to stimulate the morale and will in the
operations, and suppress the corruption, malfeasance and inefficiency.
|
|
|
The government shall
intend to facilitate the state administration and services, be it
central, regional, or local. |
|
|
The government shall
increase salary, benefits, and remunerations of the civil servants,
kamnans, village headmen, and local administrative officers, in accordance
with the cost of living. |
Economic Policy
  The
government has envisaged the economic policies for the national well-being
and prosperity, conforming to the flexibility and versatility in the international
trades, which shall maintain the economic stability, enhance the competitiveness
and efficiency of the private sector in the national and international
markets, as well as, support the income distribution and national economic
growths.
  As
to achieve the goal, the government has formulated the following policies:
1. General Affairs

The government shall support the private
participation in the national economic development, according to the
free economy system, and harmonize the public and private cooperations. |
|
|
The government shall promote the mutual
cooperations of the public and private agencies, support the survey,
development, and expansion of the international investment and tourism
markets, as for the national employment and foreign technological
transfer. |
|
|
The government shall balance the agriculture,
industry, and service. |
|
|
The government shall improve the industrial
and technological development, maintain the agriculture and agricultural
industry, as important factors for the national economic development. |
|
|
the government shall focus on the distribution
of the economic development to the provinces, as to resolve the economic
problems and income distribution, and generate the employment in the
agricultural, industrial, and service sectors. |
|
|
The government shall revise the laws,
rules, and regulations, as to support the economic activities, enhance
the efficiency, and reduce the economic drawbacks, as for the national
benefits. |
|
|
The government shall enhance the skilled
labour practice, as to meet the national economic growths. |
|
|
The government shall support and improve
the agricultural and industrial exports. |
2. Finance
|
|
The government shall improve the taxation
structure and system, as to facilitate the economic development. |
|
|
The government shall implement the financial
and monetary measures, as to support the developments of the private
sector, which shall, in turn, strengthen the national economic status. |
|
|
The government shall maintain the national
economic stability, by enhancing the administrative efficiency of
the national expenditure, controling the debt burden, in line with
the national capacity, and preserving the financial discipline. |
|
|
The government shall enhance and support
the financial system, as for the mobilization of the capital, financial
and capital markets, as for the investment support, and preserve the
security of the national financial institutions. |
|
|
The government shall enhance the local
financial administration and treasury. |
3. Industry
|
|
The government shall support the distribution
of the industrial opportunity to the provinces, as for the comfort,
safety, and benefits, and implement the efficient financial measures. |
|
|
The government shall heed special attentions
to the national industries, especially those involved with the natural
resources, and market-oriented technology. |
|
|
The government shall support the small
and medium enterprises, as for the national industrial exports. |
4. Agriculture
|
|
The government shall increase the income
of poor agriculturists, by supporting and enhancing the manufacturing
system, according to the internal and external markets, and resolve
the low prices of agricultural products. |
|
|
The government shall promote the integral
agriculture, by providing the technological service, agricultural
loan, manufacturing factors, and marketing information, as to increase
the productivity and quality, and reduce the manufacturing cost. |
|
|
The government shall provide the assistance
to poor agriculturists, implement the land reform, and improve the
distribution system of the land ownerships |
|
|
The government shall establish the agricultural
joint-organization, between the public agencies, private sector, and
agriculturists, as to implement the agricultural development plans.
|
5. Natural Resources and Environment
|
|
The government shall enhance the national
management and administration systems for the natural resources, i.e.,
land, water, forest, fishery, mineral, and energy, as for the national
benefits. |
|
|
The government shall preserve, revive,
and develop the natural resources and environment. |
|
|
The government shall recruit new personnel
and researches, harness and preserve the natural resources. |
6. Service
|
|
The government shall promote the national
tourism, as to generate the national employment, foreign investment,
and Thai culture. |
|
|
The government shall maximize the infrastructure
capacity, as to meet the economic development, and encourage the participation
of the private sector in the affected areas. |
|
|
The government shall improve the management
efficiency of the state enterprises, as to correspond to the economic
growths. |
Policy on the Science and Technology
  The
government is determined to enhance the scientific and technological capacity,
as to meet the national economic and social developments, and support
the long-term technological self-reliance, hence, shall follow these steps:

The government shall promote and support
the manufacturing and value- adding of the agricultural, industrial,
and energy products, the management of the natural resources and environment,
and the national security, by means of the scientific and technological
advancement. |
  2. |
The government shall establish the research
institutes, enhance the process of the technological tranfers, as
to mobilize internal and external cooperations, and encourage the
private participation in the researches, manufacturing, and marketing
developments. |
  3. |
The government shall implement methods
and devices for the administration of the modern Information Technology,
as to increase the private competitive capacity in the international
markets. |
  4. |
The government shall improve the national
human resource, as in science and technology, in accordance with the
economic and social developments. |
Policy on Security
  As
to preserve the national security, sovereignty, integrity, and benefits,
the government shall follow these steps:
  1. |
The government shall improve and upgrade
the armed forces, as for the efficiency, promptness, and modernity
in the prevention and suppression of the national threats, in accordance
with the national financial status. |
  2. |
The government shall improve the reserve
force system, as for the efficiency and promptness. |
  3. |
The government shall implement the efficient
measures, as to prepare the military mobilization system. |
  4. |
The government shall support and promote
the military researches and developments, as well as, the manufacturing
of the national weapons, through the collaborations of government
agencies, private sector, and friendly nations. |
  5. |
The government shall implement the national
force, military, paramilitary, and people alike, as to minimize the
internal and external threats |
  6.
|
The government shall support and promote
the role of the army in the national developments, social assistance,
and alleviation of national disasters. |
  7.
|
The government shall improve the military
morale, will, welfare, standard of living, as well as, professional
education, as for the future career. |
  8. |
The government shall support the veteran
welfare, especially for the handicapped soldiers and families of dead
ones, as for the decency and pride. |
Foreign Policy
  The
government shall run the foreign policies freely, as for the national
independence, sovereignty, integrity, security, and benefits, cherish
the national economic prosperity , harmonize the public and private collaborations,
as for the efficiency and unity, as well as, cooperate with sovereign
nations and international organizations, following these steps:

The government shall preserve the national
rights, respect the international treaties and agreements, upon equality
and reciprocity basis, and institute the United Nations' Charters
and International Declaration of Human Rights. |
  2. |
The government shall promote the international
peace and peaceful co-existence, upon the independence, sovereignty,
integrity, equality, and justice basis, non-interference in the internal
administration, and peaceful resolution of the conflicts. |
  3. |
The government shall enhance international
economic and social relations, especially in the expansion of trade
markets, promote the understandings and goodwill with the neighbour
countries, as for the regional peace, concordance, and benefits, and
resolve the regional conflicts diplomatically. |
  4. |
The government shall promote and reiterate
the political, economic, social cooperations, and unity, with the
member countries of the Association of the South East Asian Nations,
and implement efficient measures, as to establish the South East Asian
region as peace, liberty, and neutrality area. |
  5. |
The government shall establish the balanced
diplomatic relations with the superpowers, as for the national benefits,
in order to maintain the national and regional security and economic
prosperity. |
  6.

The government shall establish the bilateral
and multi-lateral economic and academic relations with both the developed
and developing countries, as to increase the agricultural, industrial,
service market, investment, raw material, technology, academic and
personnel development, promote the economic growth, and raise the
standard of living of the people. |
  7.
|
The government shall implement efficient
measures, as to diffuse Thai foreign policies, and promote Thai reputation
and culture, as for the good understandings of Thailand and Thai people.

  8. |
The government shall protect the rights
and liberties of the Thai people abroad. |
Social Policy
  The
government shall aspire for the social justice, quality of life, educational
opportunity, health care, life security, good morals, and national identity,
following these steps:
1. Security

1.1
|
The government shall suppress the crimes,
delinquences and narcotics. |
|
1.2
|
The government shall revise the
codes of laws, in accordance with the current situation and social
justice. |
|
1.3
|
The government shall improve and
facilitate the court procedures, and expand the judiciary network
to the provinces. |
|
1.4
|
The government
shall revise the laboral laws, regulations and organizations, as for
the greater efficiency. |
|
1.5
|
The government
shall resolve the problems of the immigrants and expatriates, as from
neighbor countries, and provide the assistance to the affected citizens,
through the collaborations with the related organizations.

2. Education
|
2.1
|
The government shall provide the educational
equality, in terms of recruitment and improvement, according to the
national requirements, and enhance the quality and equality of the
educational system, as for the promotion of the moral, scientific,
and technological studies, life-long education, economic and social
developments, health care, religion, and arts. |

2.2
|
The government shall support the private
participation in the academic administration. |
|
2.3
|
The government shall support the provincial
kindergartens and secondary schools, extend the compulsory and vocational
education to the people, as to reduce the unemployment rate, and encourage
the national morals, ethics, and discipline. |

2.4
|
The government shall institute the respect
for the Nation, Religion, King, and democratic administration, with
King as Head of State, in the people. |
|
2.5
|
The government shall support the national
researches, as for the national developments. |
3. Public Health
|
3.1
|
The government shall provide the basic
health care system to the remote provinces and urban slums. |
|
3.2
|
The government shall improve the all-area
and all-level health care systems, focusing on the efficiency of the
public health administration, organizational information system, policy
coordination mechanism, and personnel development. |
|
3.3
|
The government shall enhance the social
security system and provide the better welfare to the low-income and
underprivileged. |
|
3.4
|
The government shall support the constructive
health activities, as to ingrain the good health care habits, improve
the hygienic education, resolve the dental health problems, revise
the related laws, as for the facilitation of the health development,
especially those involved with the environmental quality control and
consumer protection. |

3.5
|
The government
shall revive the traditional Thai medicine and herbal usage, in accordance
with the local requirements, support the national medical industry,
as for the self-reliance, with the focus on the safety and efficiency,
and promote the food and medicine exports. |
4. Social Service
|
4.1
|
The government shall promote the sports,
as to enhance the quality of life and sports standard, as for the
international competitions. |
|
4.2
|
The government shall provide the accomodation
assistance to the low-income, both public and private, especially
in the provinces. |
|
4.3
|
The government shall improve the quality
of life of the people in the urban slums. |
|
4.4
|
The government shall implement the public-private
cooperations, as to enhance the welfare for the women, children and
youths, elders, and handicapped. |
|
4.5
|
The government shall encourage
the participation of the religious institutions in the national economic
and social developments. |
Mr. President,
Distinguished Members,
  In
accordance with the aforementioned, I would like to vow that the government
shall respect and follow all the policies strictly, as to bring about
the national prosperity and well-being. The government shall achieve the
objectives, through the collaborations of the distinguished members.
