Policy Statement* Mr.
President, Distinguished Members,   Pursuant
to His Majesty the King's gracious appointment of myself as Prime Minister, per
Royal Command dated 10 June 1992 and the subsequent appointment of the Council
of Ministers, per Royal Command dated 14 June 1992. Before proceeding to the policies,
I would like to make a preliminary speech, as followed.
  This
Cabinet was specially called upon the time of crisis and reforms, due to the encounters
of various groups, which have resulted in the political confusion, economic stagnation
of some sectors, trust collapse and concern amongst the general public, which
could seriously harm the national stability and security, if neglected. According
to Mr. President, I was appointed to collaborate with the Thai people to institute
the full Democratic system, as to render the sovereignty to the people and to
use it as means to achieve peaceful and lasting stability, to meet the international
expectation.
  Considering
the suitability of the national situation and the time limit, the Cabinet would
like to present the formal policies to the Parliament and ask for your kind approval,
as followed.

The government shall, by all means, intend to secure the national stability and
security, according to peaceful procedures, in order to resume the understanding,
unity and concordance of the Thai people. |

| The government
shall, in short time, intend to resolve the problems of the Thai people, be it
natural disaster, agricultural low price or other problems. |
  3. |
The government shall, by all means, intend to regain the national and international
trust, as to continue the free economy policy and the transparency in administration.

| The government
shall, in short time, intend to continue the income distribution and improve the
agricultural productivity, in the provinces, by continuing the initiated projects,
i.e., provincial development project, clean water to villages project, and industrial
distribution to the region project. |   5. |
The government shall improve the existing infrastructures and public assistance.
|   6.
| The government
shall implement the royal projects, as to commemorate the Queen's fifth cycle
birthday and to upgrade the quality of life of the people. |
  7.
| The government
shall protect the people's liberty by emphasizing the importance and the role
of the Democratic Constitutional Monarchy and supervising the General Election,
as to affirm the transparency of the event. |   In
addition, the government shall follow and hurry the National Economic and Social
Plans.
  Honestly,
the government would like to give Mr. President and distinguished members a vow
that the government shall administer the state affairs to the utmost of our knowledge
and capability, without prejudice to any particular individual or party, to bring
about the best to the country. The government hopes that your kind co-operation
and support will lead to the national stability, security, peace and confidence.
We shall leave office to give way to the new Cabinet, elected under the new Constitution.
  Finally,
the government shall administer the state affairs, according to the vow given
to HM the King, by breaking no aforementioned policies and regulations.
