Policy Statement of
The Council of Ministers
of Prime Minister Chuan Leekpai
Delivered to Parliament
on Wednesday, 21 October 1992


 

 

Policy Announcement*

Mr. President,

My name is Chuan Leekpai, Representative of Trang Province. Persuant to His Majesty's gracious appointment of myself as Prime Minister, per Royal Command dated 23 September 1992, and the subsequent appointment of the Council of Ministers, per Royal Command dated 29 September 1992. The Council of Ministers has now formulated a policy for the administration of state affairs, which I shall, hereby, present to you, as follows:

1. Policy on Politics and Administration of State Affairs

The government intends to uphold and protect the institutions of Nation, Religion, Monarchy, democratic rule with the King as Head of State, to improve and strengthen the political institution, as to remain ready for efficient operation, for the protection of public well-being, and to support the popular political participation, be it from local to national, according to these steps:

1.1 Support the amendment to the Constitution of the Kingdom of Thailand, in order to achieve greater sense of democracy.
1.2 Support the parliamentary activities, in order to facilitate the efficient functions of members of the Parliament.
1.3 Improve the Act of Political Parties, enabling it to recognize public and private support, and encourage political parties to be more involved in the political development.
1.4 Improve the Election Act and other related laws, as to register transparency and justice in the General Election and all-level elections, and support the establishment of free organizations, as to supervise those elections.
1.5 Improve the State Auditory Act, so that the Parliament shall bear greater auditing role in state finance.
1.6 Support all-level academic institutions and mass media, both state-owned and privately owned, promoting their role in imparting knowledge, understanding and faith of the process and substance of democracy with the King as Head of State, both in theory and in practice.
1.7 Protect the rights and freedoms of mass media, both state-owned and privately owned, in imparting knowledge of state administration and operation of civil servants, under the legal framework, in opinion-expressing and in accurate, fair and rapid news broadcasting.
1.8 Improve and facilitate the justice process, with emphasis on court investigations and trial procedures, as to increase efficiency, promptness and justice, as well as, improved skill of judicial officers in specific lawsuit, in accordance with the changing economic and social environment, i.e., Intellectual Property and International Trade, as for due preparation for the establishment of specialized courts, and respect the dignity, status, and freedom of the judiciary institution.
1.9 Improve the judiciary personnel and appeal process, as well as, prepare for other related factors, leading to the implementation of the Administrative Court, in time within four years.
1.10 Implement the administration distribution to the provinces, organizing all-level local administrators, as well as, increasing the decision-making role and responsibility in the development and management of natural resources, environment and city planning, in accordance with the self-governing democratic principles, and support the Tumbon local administration to achieve the juristic person status, as for greater versatility and efficiency of collective problem-solving in the Tumbon.
1.11 Modernize the government agencies and state enterprises, central, regional, or local alike, by means of improved regulatory amendments, intra-departmental procedures, enhanced government service system, minimized redundancy, under the time and budget limit.
1.12 Enforce, in due course, the administrative laws, as to attain national security, supervise civil servants in all levels, abiding by the law, as well as, institute public awareness and realization in legal solemnity. Should any law be found obsolescent or unfair, the stringent improvement or abolition should then be applied.
1.13 Enhance the crime preventive and suppressive system, as to provide nationwide life and property safety, by means of improved quality in personnel, equipment and technology, necessary for the operations.
1.14 Prevent and suppress corruption and malfeasance in both the civil service and government agencies, by improving the efficiency of the organization and personnel, related to the prevention and suppression, improve the internal control system of government agencies, supervise the mentioned control system, as well as, generate morale and will amongst the civil servants, by means of the consideration of virtues, merit, remuneration and welfare, in accordance with the systematic economic change.
1.15 Administer the departmental and ministerial reform, according to the current situation and necessity of the national economic and social growth.

2. Policy on Security

The government is aware of the changing world security and the internal security situations, the peace and good understanding process, amongst neighbouring countries, hence, has formulated the policy on security, as follows:

2.1 Develop the military structure into a compact but efficient unit with modern weapon, as to guarantee the national independence, sovereignty, and benefit.
2.2 Reform the reserve force and concription system, according to the current situation, and establish the military co-operation with other sovereign nations.
2.3 Modernize the curricula of all-level military academies, as to respond to the current economic, social, and political changes.
2.4 Support and encourage the military participation in national development, as well as, economic benefit protection, both in land and at sea.
2.5 Improve the morale and will of low-ranked servicemen, by means of enhanced welfare and vocation, as to provide sufficient professional ground for them, once off duty.

3. Foreign Policy

The government shall uphold all international commitments under various treaties and agreements to which Thailand is party, the United Nations Charter and the Universal Declaration of Human Rights, achieve the national benefits, in security, politics, economy and society, fully aware of the changing global and regional situations, which emphasize on the importance of international co-operations, as to promote Thailand's role in actively assuming its responsibilities in regional economic, financial, and transportation hub, as follows:

3.1Establish friendship, amity, and cooperation amongst Southeast Asian countries.
3.2 Increase and improve political, economic, social, cultural relations and cooperations with Association of Southeast Asian Nations (ASEAN) member countries, support the economic integration by implementing successfully the ASEAN Free Trade Area.
3.3 Reiterate economic relations and cooperations with major trade partners, including the countries of other regions, under free trade system and fair competition, and minimize international conflicts, be it trade, investment, technology transfer, and intellectual property protection, considering the national awareness.
3.4 Support bilateral and multi-lateral economic, academic, cultural cooperations and human resource development project, improving Thailand's reputation by granting economic assistance to developing nations, especially neighbor countries, as to reiterate good diplomatic relations and understandings between the people of the two countries.
3.5 Develop Thailand's role in international stage in Environmental Preservation For Everlasting Development And Balance.
3.6 Facilitate, protect, and support the rights and benefits of Thai nationals, laborers, and private sector abroad.

4. Economic Policy

As of the fact that certain Thai nationals are poverty-stricken, living in sub-standard environment, and the economic prosperity has yet reached all corners of the kingdom, the government is determined to raise the standard of living of Thai people from all walks of life, together with the prosperity allocation to the regions and localities. Meanwwhile, the government shall run liberal economic policy, based upon the market mechanism, attempting to suppress unfair monopolization, as to preserve the eventual economic growth, at continual and stable pace, enhance national economic potential, as to render competitive in world market, and focus on the developments of economic factors, following these steps:

4.1 Finance and Monetary: The government shall preserve the financial and monetary discipline and stability, in line with the financial and monetary versatility and efficiency development, as follows:
4.1.1
Implement effective financial and monetary control, as to keep inflation at low level, heeding particular attention to the governmental and private expenditure, in accordance with national economic status and requirements.
4.1.2
Improve all-level taxation systems, as to remain efficient, modernize the taxation structure and tariff, as to facilitate the manufacturing, trade, export growth, as well as, the domestic investment and tax burden decrease to the low and medium-income.
4.1.3
Enshrine efficient financial measures, as to support distribution, employment, and efficiency enhancement system in the region.
4.1.4
Administer the expenditure for investment, basic infrastructural development, environmental preservation, human resource development, quality of life enhancement for people living in urban and rural areas, quality and quantity development for manufacturing essential factors, which the government has allocated the high proportion to the farmers, since the fiscal year of 1993.
4.1.5
Implement budget distribution, as well as, budget administration power, to regional and local administrations, and support appropriate in-area revenue project.
4.1.6
Effect the financial administration of state enterprises and encourage private participation in public service, as to reduce government expenditure.
4.1.7
Encourage national savings, by strengthening financial markets and institutions, allocating special taxation privilege, as to register essential Life Funds, e.g., Accommodation Fund, Education Fund, Pension Fund, as well as, other long-term funds.
4.1.8
Supervise and strengthen financial institutions in financial and capital markets, enhancing the overall quality and efficiency as to meet the international standard, in order to efficiently distribute resources to the economic sectors, and respond to the people's and businesses' financial requirements.
4.1.9
Develop free financial system, by means of reduced unnecessary procedures, constraints and limitations, as to achieve greater efficiency and versatility, upon the financial discipline and quality systems.
4.1.10
Establish and support the role of specialized financial institutions, especially for exports, e.g., the establishment of Export-Import (Exim) banks, the distribution of the prosperity and investment opportunity to the provinces, the industrial loan, in particular for family and small industries, by existing financial institution.
4.1.11
Maintain the currency stability and confidence, in accordance with trade and investment system, and establish currency link to regional currency.

4.2Agriculture: The government is well aware that the agricultural poverty suppression must be dealt with urgently and requires integrated collaborations, hence, has formulated the policy, as to raise the income of the agriculturists.
4.2.1
Establish National Agriculture Council, as to provide administrative opportunity to agriculturist leaders to work in conjunction with the government and the private sector, as of systematic manufacturing, processing, and marketing, and grant Agricultural Support Fund, as to stabilise the agricultural product's minimum price.
4.2.2
Enhance the agricultural manufacturing system, in accordance with the regional topography, domestic and foreign market requirements, diversify agricultural products, especially those linked with the agricultural industry, as well as, implement integrated farming, pasture, coastal plantation and international fishery.
4.2.3
Implement natural water reservoir development, provide agricultural and consuming water, by developing natural water source, constructing small-scale water reservoirs, as to reduce water shortage problem, and collaborating with neighbor countries, as for long-term project, as to benefit from international water and efficient irrigation system.
4.2.4
Implement efficient land reform and enhanced documentation system, as to benefit the land right for poor agriculturists, improve the governmental administration and management mechanism, as well as, allocate the budget for the project, as to cover four million rai of land annually.
4.2.5
Support and modernize the agricultural research and development, as to enhance competitiveness potential in world market, provide agricultural basics of high quality and reasonable price for Thai farmers, especially cropping, breeding, fertilizer, and chemicals, as well as, encourage the private participation in technological development and distribution.
4.2.6
Strengthen the agricultural institutions, in accordance with agricultural cooperatives and organizations, as to enhance negotiation power with other businesses, and improve the quality of local agriculturists in skilled profession, by providing continually the enhanced practice and vocational education to agriculturists, young farmers, and women farmers.
4.2.7
Support the realisation of extra-agricultural activities for agriculturists, by means of the diffusion of knowledge in the processing of agricultural products, as to support the home industry.
4.2.8
Resolve agricultural debts, by subsidizing low-interest loan, providing academic assistance and agricultural basics, and enhancing loan administration.
4.2.9
Enforce Deforestation Suppression measures, as to protect the national forests and suppress the illegal deforestation, preserve the water source forest, revive the degraded natural resources, by means of public reforestation in preserved area, as well as, agricultural support in planting economic wood in owned land.
4.2.10
Modernize the Agricultural Information system, as to render actualization, precision and promptness, in both national and international levels.

4.3Industry

Aware that the industrial developments play a major role in the economic growth, the government has formulated a policy to help support the continuous high rate of growth in the industrial sector, the distribution to the regions, the good technology incorporated as to prevent the pollution problems from national factories, as follows:

4.3.1
Enhance the manufacturing efficiency, by means of supports in manufacturing, marketing, and managing technology development, especially the sufficient development of skilled labour of high quality, as well as, the modification of rules, regulations, procedures found in the authorization and renewal processes of any industrial activity, conforming to the investment process, and the development of civil officers in investment service and consultation.
4.3.2
Support the high-potential industrial investment, i.e., work generating, national-product-based, value-added, beneficial and restructive industry, e.g. agricultural-based product processing industry, textile and garment industry, electronic industry, petro-chemical industry, metal works industry, and iron industry, as well as, support the manufacturing distribution system to the regions.
4.3.3
Support the industrial relocation and factory establishment in the provinces, especially large-scale industry, by means of standardized infrastructure system, sufficient private investment, regional industrial estate establishment, financial assistance to provincial industries, in particular home and small industries, as well as, engineering commerce, conforming to the small-scale machine fabrication and reparation.
4.3.4
Improve the factory-related pollution control and followed-up suppression systems, by means of constant factory check-up.
4.3.5
Support and encourage the relocatation of factories to the Industrial Estate, in order to establish the efficient environment control system.
4.3.6
Encourage the private participation and shared responsibility in industrial quality, standard control, and factory control.

4.4International Trade: In order to support the competitiveness of private entrepreneurs in the protected international trade and investment, the government shall follow these steps:
4.4.1
Suppress export manufacturing drawbacks, especially in agriculture, industry, and service sectors, and follow the market's requirements.
4.4.2
Support the free trade system, under economic obligations and international trade, protect the national rights and benefits, conforming to the national readiness and capacity levels, and pay special attention to the General Agreements on Trade and Tariff and the opening of ASEAN Free Trade Area.
4.4.3
Reiterate the multi-lateral economic and trade cooperations with different economic cooperation groups, namely, Association of Southeast Asian Nations (ASEAN), European Economic Community (EEC) Asia-Pacific Nations, and North American Free Trade Area (NAFTA), as to achieve greater opportunities in trade and investment.
4.4.4
Support the opening of border checkpoints, as to generate trade and investment prosperity with neighbor countries.
4.4.5
Negotiate the amendment of agreements, treaties, and obligations in the international water and marine resource exploitation, as to preserve the national benefits.
4.4.6
Establish commercial relations with neighbor countries, by means of economic, academic, personnel and infrastructural cooperations, as for mutual interests.
4.4.7
Encourage the private participation in international trade strategy development, as to protect the trade and investment benefits.

4.5 Domestic Trade: The government is determined to control the domestic trade, according to the fair market mechanism, as follows:
4.5.1
Stabilize the price of agricultural products, in line with the requirements from domestic and foreign markets, and suppress the agricultural disadvantage, either in price, quantity or quality.
4.5.2
Protect the consumers from the impacts of monopolistic acts and unfair competitions.
4.5.3
Modernize the Trade Information system, both in manufacturing and marketing, as to remain prompt and updated to facilitate the manufacturers, traders and consumers.
4.5.4
Promote the Insurance System for the stability and growth of the national economy and establish the social justice between the insurees and benefactors.

4.6Transportation: In order to develop, expand, and modernize the transportation and communication systems, as to service efficiently to the national and regional economic growth, the government shall follow these steps:
4.6.1
Construct the land transportation network, as to provide intercity link to the provinces, especially the expansion of major highways to four-lane traffic, and implement parallel rail system, in potential line.
4.6.2
Resolve traffic congestion in major cities and transportation hubs, by means of city planning measures, expansion of traffic lanes, implementation of the mass transit system, discipline enforcement of drivers and passers-by, as well as, the prevention of such problems in other cities.
4.6.3
Implement transportation and communication infrastructure network, as to compromise with future economic and social growth, and encourage the private participation in the investment and service of transportation and communication systems.
4.6.4
Promote the developments of maritime and coastal transportations, by means of the port construction at crucial points to provide the land-sea link, as to reduce the cost of national freight transportation and encourage the energy preservation.
4.6.5
Establish Thailand as the regional aviation and air transportation hub and expand the domestic air transportation network.
4.6.6
Expand and modernize the telecommunication network, conforming to advanced technology, as to compromise with the faciliatation in becoming the regional economic and financial hub.

4.7Energy: As to develop the energy resource, according to the national economic and social growth, upon the self-sustainable basis and environmental impact, the government shall follow these steps:
4.7.1
Provide sufficient electricity and alternative energy to meet the public requirements, at reasonable price, by means of the research and development of domestic energy source, as well as, the cooperation in energy development and provision with the neighbour countries.
4.7.2
Promote and support free trade and oil refinery competition system, as well as, suppress the national unfair competition system.
4.7.3
Implement new measures and projects for efficient energy consumption and preservation.
4.7.4
Support and encourage the private participation in energy cooperation and joint-investment with the government.
4.7.5
Implement new preventive and suppressive measures in pollution level control, caused by energy generation and development.
4.7.6
Implement new suppresive measures in pollution level control, caused by different types of energy consumption, notably the vehicular exploitation in the city area, i.e., implementing new exhaust fume control measure, vehicular maintenance measure and petrol quality control measure.

4.8Natural Resource and Environment Management: Due to the fact the natural resources and environment have been gradually affected by the dramatic change in economic and social growths, the government shall follow these steps:
4.8.1
Establish the appropriate land usage system, according to the soil quality and area potentials, i.e., agricultural, commercial, industrial, community, and preserved forest land.
4.8.2
Encourage the inland and mangrove forest preservation, through the participation of local organizations and people, and implement the planting of community forests.
4.8.3
Preserve, control, and revive the water source, as to avoid the environmental problem, by means of enforced water quality control and water treatment capacity improvement, before the emission to the water channels and major rivers, as well as, support the public-private joint-investment in the construction of intergral water treatment system.
4.8.4
Relocate the central administration power, regarding the environmental issue, to the regions and localities, and encourage the provincial and local participation in the operations.
4.8.5
Implement natural resource exploitation and revival control measures, by declaring the Environment Preservation Zone and Pollution Control Zone in critical areas.
4.8.6
Encourage the children, youth, and public awareness in the importance of natural resource and environment preservation, and support the existing non-governmental organizations in the process.

4.9Tourism: In order to implement the continuous developments in the tourism industry, the government shall follow these steps:
4.9.1
Encourage the private participation in the development of the tourism industry, in conjunction with the government's facilitation process and support in the control of standardized guide activity, as to achieve the reputation and confidence from the tourism industry sector.
4.9.2
Promote and collaborate with various organizations, be it national, regional or international, in the public relations process on the true aspects of Thailand and Thai potentials in tourism, trade, investment and international activities.
4.9.3
Establish Thailand as the regional tourism hub, by means of the expansion of basic infrastructure network, the standardization of the service industry development, and the efficiency of tourism personnel.
4.9.4
Promote and encourage the public awareness in domestic tourism.
4.9.5
Preserve and revive the natural resources and national heritages from being degraded as of mass tourism.

5. Policy on the Prosperity Allocation to the Regions and Provinces

As of the fact, the previous economic and social developments have only clustered in and around the Greater Bangkok Area and have yet to benefit the whole nation. In this respect, there encounter various problems in Bangkok Metropolitan Area and the economic and social disparities, hence, the government has formulated the policy to help distribute the prosperity to the regions and provinces, as follows:

5.1 Expand the basic economic infrastructure network, especially transportation system, communication system, water works, electricity works, and telephone system, to meet the provincial requirements and regional economic opportunities.
5.2 Establish the basic social service, e.g., academic centers, health care centers, and decent accommodation, as to raise the standard of living of the provincials.
5.3 Encourage the private investment distribution to the provinces, by means of enhanced investment measures, notably in taxation issues, and financial loans by public and private financial institutions.
5.4 Support the private participation in trade, service, agriculture, and industry projects, in accordance with regional potentials, leading to the investment and the generation of work positions in the provinces.
5.5 Cherish the private participation in the economic and social developments of the regions.
5.6 Ratify the Regional Economic Strategy Plans, as follows:
5.6.1
East - Implement the progressive developments in the Eastern Sea Board, as to generate the strong economic foundation for the sustenance of two millions people.
5.6.2
South - Implement the Southern Sea Board scheme, as to provide the crucial link between the Andaman Sea and the Gulf of Thailand, by means of the economic bridge, heeding special attention to the environment, and consider the opening of the Special Economic Zone, according to appropriateness in the five southern border provinces.
5.6.3
North - Establish as the regional aviation hub, as to provide air transportation to neighbour countries, especially the People's Republic of China, the People's Democratic Republic of Laos, and the Union of Myanmar.
5.6.4
Center - Implement the developments of water network and the water channel system, as to provide the supplement water for the agriculture and consumption in the Chao Phraya river basin.
5.6.5
Northeast - Implement the developments of water sources, adjust the economic manufacturing structure, as to render less dependent on agriculture, establish as the manufacturing center and commercial gateway to the Indochinese region, and upgrade the transportation and communication networks, as to provide the useful transportation link to the Eastern Sea Board.

6. Policy on the Revival of Bangkok Metropolitan Administration

As to resolve the problems resulted from the rapid but disorganized growth of Bangkok, the government shall follow these steps:

6.1 Implement the Bangkok Metropolitan Administration Master Plans, as to resolve and revive the capital's problems, especially in traffic, flood, environmental pollution, lack of accommodation and slum area, by implementing the mass rapid transit system, improving the bus and suburban train systems, constructing the major and minor roads and grid interlinks, implementing the water treatment system and air pollution control, expanding the infrastructure service network, as to provide standardized and sufficient coverage, constructing the decent accommodation for the low-income, improving the slum areas, as well as, establishing parks, stadia, and playgrounds in government's land.
6.2 Administer all-level public fund raising, as to finance various projects, with the fair investment and operation ratio between the government, Bangkok Metropolitan Administration and the people benefiting from the service.
6.3 Support the establishment of the Coordination Council, to be responsible for the operation of the projects, and harmonise the private and public cooperations in major projects.
6.4 Implement the water treatment system in Chao Phraya River and radiating canals, by means of the enforcement of legal resolution.
6.5 Implement the resolution of the lack of accommodation and slum problem, by encouraging the private participation in cheap accommodation construction investment, conforming to the special low-interest loan, as well as, the expansion of infrastructure service and, especially water and electricity standard raise in the slum area, as to uplift the standard of living of the general public.
6.6 Implement the relocation of potential government agencies and state enterprises to the provinces, as to reduce the traffic congestion.
6.7 Develop Bangkok Metropolitan Administration, in accordance with new economic zones in the Eastern Sea Board, and provide the link to the Second Bangkok International Airport (Nong Nguhao) and the upper central plain, as for the growth of the metropolis.

7. Policy on Science and Technology

As to maintain the economic and social developments, the government shall support the improvements of science and technology, as important factors in the increase of the international competitiveness, as well as, the development of the public quality of life, by following these steps:

7.1 Implement the public-private cooperation in scientific and technological researches and modern developments, as to enhance agricultural, industrial, and service efficiency increase, as well as, the establishment of Information Processing and Service Zone.
7.2 Support the public-private collaboration in researches and technological developments, conjoining the tendency, priority, and objective, in accordance with the national economic requirements, as well as, the diffusion and transfer of those developments.
7.3 Support the researches and developments in the public sector, both in budget and personnel, as to achieve the same capacity level of competitive countries, especially in applied researches, and develop the appropriate technology for domestic manufacturers, mainly small ones, as to increase the productivity and employment.
7.4 Recruit the qualified scientific and technological personnel and encourage the private participation in personnel recruitment and development, by means of scholarships, practices, and researches, both in Thailand and abroad.
7.5 Encourage the private investment in scientific and technological researches and developments, as to substitute the imports with new products, conforming to the special tax privilege and other privileges.
7.6 Support the transfer of advanced technology from abroad, by granting special tax privilege and facilitating the specialists, related to the said tranfer.
7.7 Increase scientific and technological cooperations with other sovereign nations.

8. Social Policy

The dramatic change in the national economic and social structures have obliged the people to modify their lifestyles and modes of life, which have resulted in various social problems. The government needs to resolve the said problems, following these steps:

8.1 Education
8.1.1
Increase the educational opportunities in all-level kindergartens and pre-school academies, with the focus on the preparation of children in all subjects.
8.1.2
Extend the compulsory education from six to nine years to cover all corners of the kingdom, formal or non-formal alike, and support the education to the physical and mental deformed and other groups of underprivileged.
8.1.3
Improve the quality in all-level academic excellence, both in the national curricula and teaching method, emphasizing on the study of mathematics, science, and technology, which provide essential grounds for the invention of new products and the national developments.
8.1.4
Encourage the public awareness in the importance of the participation in any activity of the democratic society, with the king as Head of State, provide good models to Thai children and youths in good virtues, morals, ethics and values, as to benefit the whole society, with the focus on the serious and close participation from the educational institution, religion, society and family.
8.1.5
Provide the formal and non-formal vocational practice, as to improve all-level skilled labour, and encourage the private and business participation in the educational provision and practice.
8.1.6
Promote and support the utilization of the resources from the public and private organizations, businesses, communities, and local wisdom in the educational provision and knowledge interchange.
8.1.7
Allocate the central educational administration to the regions and educational institutions, by defining the responsibilities of all-level agencies, liberalizing the institutional versatility in the operation process, as well as, supporting the locals and organizations in each community to be involved in the educational provision, in the form of Education Committee.
8.1.8
Liberalize the university administration, versatility, and freedom, as to achieve the academic excellence.
8.1.9
Encourage the participation of state-owned and private universities in the local and national developments, i.e., economy, society, and raise in the quality of life of the local people, especially benefiting from the university in that locality.
8.1.10
Encourage the private participation in all-level educational provision.
8.1.11
Increase the teaching and educational standards, by means of enhanced recruitment, utilization, and development of teachers and educational personnel, in the systematic and continuous manners.
8.1.12
Improve the welfare for the personnel involved in all-level educational institutions, as to uphold the morale, will, and pride in the profession.
8.1.13
Expand the pre-school and primary Lunch Fund, in order that the children shall develop good health, as well as, establish the Educational Fund, as to provide financial assistance to poor students.

8.2Religions and Arts
8.2.1
Cherish the religions and support the religious institutions, by enhancing the monk education and recruiting qualified religious personnel, leading in the elevation of mind, ethics and virtues for the general public.
8.2.2
Encourage the public, organizational, and communal participation in the activities of cultural preservation, revival, and diffusion.
8.2.3
Establish Thailand as the regional cooperation hub in education, development, research, training, heritage preservation, and regional arts development.

8.3Public Health: As to raise the public quality of life in public health, the government has formulated a policy on administration and service developments, AIDS disease control, health promotion, and personnel recruitment and development, as follows:
8.3.1
Implement the National Health Care Service System, with networks to cover all area of the kingdom, expand the central, regional, and local health care network, as well as, collaborate the service with the private sector and implement efficient patient interlink system.
8.3.2
Allocate the central administration to the provinces, by establishing the nationwide health coverage, as to respond to curing, health promotion and prevention services, in accordance with the local requirements and health problems.
8.3.3
Implement the health care basics in the provinces, by enhancing the capacity of municipal health centers, as well as, expanding and improving the health quality in the city, especially in the slum areas, seeking for the collaboration from private organizations in the developing process of health care basics and the integration of conventional and herbal medication with the health care service system of the community.
8.3.4
Enhance the Social Security system, as to provide appropriate protection to employees, especially in a business with more than 10 employees, and promote the voluntary social security for 25 millions unregistered Thai citizens.
8.3.5
Provide the health care service to the low-income, aged, new-borns and up to twelve years old, and handicapped, by means of nationwide provision of welfare cards.
8.3.6
Encourage all-level government agencies, private sector, and private benefit organizations to provide education and understanding in AIDS prevention, as to modify the national behaviour, especially for the high-risk group.
8.3.7
Provide the treatment service for AIDS patients, by means of sufficient personnel and advices to the infected, in order that the latter shall live peacefully in the society.
8.3.8
Implement the clean water provision, sanitary toilets, and health-menacing environment quality, sewage, and infected garbage control.
8.3.9
Envisage the public awareness of the tobacco, alcohol, and narcotics health risk, as well as, the negative effects of mind and nerve-inducing substance.
8.3.10
Recruit and improve qualified medical and health personnel to meet the increasing needs, with a focus on the distribution to the provinces, as well as, generate the morale, will, remuneration, and benefits to all-level personnel.

8.4Consumer Protection: As to render safety and justice to Thai consumers, the government shall follow these steps:
8.4.1
Accelerate the protection process to consumers, as to guarantee good product and service, safety and quality, at reasonable price, by means of public relations, diffusion of practical knowledge in quality and standard control, as well as, the legal prosecution of offenders.
8.4.2
Support the right and appropriate technology in the fabrication and control of product and service advertisements.
8.4.3
Modify the Consumer Protection Act and improve the consumer protection organizations, as to render promptness in the sufficient and efficient operations.
8.4.4
Support the private participation in the establishment of a responsible organization for the protection of consumer's benefit in the center and regions.

8.5Labour: The government is fully aware of the role and importance of the labour, imposed in the national developments, competitiveness and efficiency in global stage, hence, supports the joint-investment between the government and the private sector, as to improve the knowledge, quality, skill, and capacity of the labourers in the profession. As for the achievement of reasonable and fair wage, as well as, the protection in work environment and employment, the government shall follow these steps:
8.5.1
Support the liberty of labourers and full labour protection, enabling the right to form the labour union, conforming the labour protection and welfare to the standard of democratic nations, in accordance with the national requirements.
8.5.2
Modify the related labour acts in state enterprises, as to guarantee the rights and responsibilities, conforming to the national economic and social stability development and support policies, preventing the strike in infrastructural activities.
8.5.3
Promote the practice and development of skilled labour for the economic underprivileged, especially the provincial agricultural labour group and poor urban labour group, as to provide employment opportunity and income raise.
8.5.4
Promote and support the public-private cooperations in the establishment of Skilled Labour Development Institution and Skilled Labour Practice Center, especially for high-skill labourers.
8.5.5
Provide academic information and financial assistance to small entrepreneurs, as well as, professional practice for youths and housewives, during the dry season and waiting period for the harvest.
8.5.6
Regulate the reasonable and fair remuneration for both the entrepreneurs and labourers, considering the manufacturing efficiency and the present cost of life.
8.5.7
Support the reasonable and standardized labour welfare system, especially for construction workers, temporary accommodation conforming to the sanitary regulations, and educational provision for labourer's children, in the form of mobile school.
8.5.8
Support the efficient labour relations system, both bilateral and trilateral, as to build good relationship between the employers and employees, which shall, in turn, decrease the negative conflicts for the economic system, and educate the labourers of the rights, responsibilities, and benefits guaranteed in the Labour Act.
8.5.9
Support the safety, as well as, the improvement in the work environment, by modifying the related laws.

8.6Children and Ladies: As to protect the rights of children and ladies, the government has formulated the policy, as follows:
8.6.1
Support the establishment of Infant Development Center, in both the cities and provinces, and improve the public libraries, as to provide sufficient service to children and youths.
8.6.2
Resolve the discriminatory acts against ladies, by rendering amendments to the existing laws and related regulations, as to provide profession opportunities, similar to men.
8.6.3
Support the participation of the family institution, public and private agencies, religious institution, and mass media in the prevention and resolution of child problems, and the development of children and youths, especially those involved with vagabond children, child labour, prostitutes, induction or values on vices.
8.6.4
Institute basic values, especially rationalization, opinion-hearing, sports spirit, discipline, savings, confidence in democratic government, with king as Head of State, self-reliance, participation in beneficial activities to the society, awareness in the importance of following the religious concepts, faith in the national identity, arts, and local customs, and awareness in the importance of the natural resources and environment, to children and youths.

8.7Sports
8.7.1
Promote and support health improvements of children, youths, and general public, through the practice of exercises and sports, as to excel in the national and international sports competition.
8.7.2
Implement systematic developments of the national sports standard, and provide sufficient stadia and sports equipment, as to facilitate the efficient training and exercising for sportsmen.
8.7.3
Improve the sports welfare, as to raise the morale and will of national sportsmen, as well as, encourage the private support of the national sports.

8.8Others: As to resolve other problems, the government shall follow these steps:
8.8.1
Prevent and suppress the narcotic problems, by means of the legal enforcement, as well as, the collaboration with the United Nations and friendly nations.
8.8.2
Implement the Disaster Prevention System, as to reduce accidents and alleviate national mishaps.
8.8.3
Supervise, revive, and develop the underprivileged and those deem special care, i.e., handicapped or deformed, by providing decent education, vocational practice, and employment, as to encourage self-reliance and pride.
8.8.4
Pay special attention to the elders, as for the peaceful existence in the society.
